  1  1    Section 1.  DEPARTMENTAL TRANSFERS.
  1  2    1.  There is transferred from those appropriations made
  1  3 from the general fund of the state described in subsection 2,
  1  4 for the fiscal year beginning July 1, 2003, and ending June
  1  5 30, 2004, the following amount:
  1  6    To the salary adjustment fund created in section 8.43:  
  1  7 .................................................. $ 13,534,741
  1  8    2.  The department of management shall allocate the
  1  9 transfer made in subsection 1 from those appropriations from
  1 10 the general fund of the state in fiscal year 2003-2004 that
  1 11 were adjusted by a distribution from the salary adjustment
  1 12 fund consisting of an appropriation to the salary adjustment
  1 13 fund from the general fund of the state and the
  1 14 interdepartmental transfer to the salary adjustment fund made
  1 15 in July 2003.  The allocation shall be made based upon the
  1 16 proportion that the amount distributed to each affected
  1 17 appropriation bears to the total amount distributed to all
  1 18 affected appropriations.  For the purposes of this section,
  1 19 "department" means the same as defined in section 8.2.
  1 20    3.  The transfer and allocations required by this section
  1 21 shall be made within thirty days of the effective date of this
  1 22 Act and the department of management shall submit a written
  1 23 report to the general assembly within the same time period
  1 24 detailing the allocations made.
  1 25    Sec. 2.  SENIOR LIVING TRUST FUND TRANSFER.  There is
  1 26 transferred from the salary adjustment fund created in section
  1 27 8.43, for the fiscal year beginning July 1, 2003, and ending
  1 28 June 30, 2004, the following amount:
  1 29    To the senior living trust fund created in section 249H.4:  
  1 30 .................................................. $ 13,534,741
  1 31    The transfer made by this section shall be implemented by
  1 32 the department of management within forty-five days of the
  1 33 effective date of this Act.
  1 34    Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of
  1 35 immediate importance, takes effect upon enactment.  
  2  1                           EXPLANATION
  2  2    This bill makes transfers in FY 2003-2004 to the salary
  2  3 adjustment fund and the senior living trust fund.
  2  4    The transfer to the salary adjustment fund is made from
  2  5 those appropriations from the general fund of the state in
  2  6 fiscal year 2003-2004 that were adjusted by a distribution
  2  7 from the salary adjustment fund consisting of an appropriation
  2  8 to the salary adjustment fund from the general fund of the
  2  9 state and the interdepartmental transfer to the salary
  2 10 adjustment fund made in July 2003.  The department of
  2 11 management is directed to allocate the transfer among the
  2 12 affected appropriations based upon the proportion that the
  2 13 amount distributed to each affected appropriation bears to the
  2 14 total amount distributed to all affected appropriations.
  2 15    The transfer and the department of management's allocation
  2 16 of the transfer are required to be made within 30 days of the
  2 17 bill's enactment date.  The bill adopts by reference the Code
  2 18 section 8.2 definition of the term "department", which means
  2 19 each executive branch department, commission, board,
  2 20 institution, bureau, office, or other agency.
  2 21    The bill transfers the same amount from the salary
  2 22 adjustment fund to the senior living trust fund.  This
  2 23 transfer is to take place within 45 days of the bill's
  2 24 effective date.
  2 25    The bill takes effect upon enactment.
