  1  1    Section 1.  NEW SECTION.  314.29  HIGHWAY CONCRETE
  1  2 SPECIFICATIONS.
  1  3    In establishing specifications for highway construction,
  1  4 reconstruction, improvement, and repair projects, the state
  1  5 department of transportation shall allow, to the extent
  1  6 practicable, up to thirty percent fly ash as a substitute for
  1  7 cement in paving concrete.
  1  8    Sec. 2.  STUDY.  The state department of transportation
  1  9 shall monitor the effects of increasing the percentage of fly
  1 10 ash in paving projects pursuant to this Act, including such
  1 11 factors as cost-effectiveness, necessary modifications to
  1 12 construction techniques and equipment, concrete workability,
  1 13 pavement durability and longevity, and reaction of pavement to
  1 14 weather cycles.  In addition, the department shall conduct a
  1 15 study of the feasibility of expanding the use of fly ash in
  1 16 highway concrete by investigating the experience of other
  1 17 states, with emphasis on states with a climate similar to that
  1 18 of Iowa.  The study shall also consider product quality and
  1 19 availability, cost, environmental, and liability issues, and
  1 20 other practical considerations relating to the use of fly ash.
  1 21 The department shall report its findings to the general
  1 22 assembly prior to the convening of the 2004 legislative
  1 23 session.
  1 24    Sec. 3.  APPLICABILITY.  Section 314.29, as enacted in this
  1 25 Act, applies to new or ongoing highway projects for which
  1 26 specifications have not already been established by contract
  1 27 as of July 1, 2003.  
  1 28                           EXPLANATION
  1 29    This bill requires the state department of transportation
  1 30 to increase the percentage of fly ash allowed in concrete
  1 31 mixtures used in highway construction projects from 15 percent
  1 32 to 30 percent, to the extent practicable.  Fly ash is a by-
  1 33 product of coal burned for the production of energy and is
  1 34 commonly used as a partial substitute for cement in concrete.
  1 35 The new requirement applies to new or ongoing highway
  2  1 construction projects for which specifications have not been
  2  2 established as of July 1, 2003.
  2  3    The department is required to monitor Iowa's experience
  2  4 with the increased use of fly ash in highway paving projects
  2  5 as required by the bill.  In addition, the department is
  2  6 required to conduct a study of the feasibility of expanding
  2  7 the use of fly ash in paving concrete by looking at the
  2  8 experience of other states and by considering practical issues
  2  9 such as product quality and availability, cost, and
  2 10 environmental issues.  The department is required to report
  2 11 its findings to the general assembly prior to the beginning of
  2 12 the 2004 legislative session.
