  1  1    Section 1.  Section 669.14, subsection 10, Code 2003, is
  1  2 amended to read as follows:
  1  3    10.  Any claim based upon an act or omission in the
  1  4 application or enforcement of chapter sections 30.7 and 85.68,
  1  5 and chapters 88, 88A, 88B, 89, 89A, 89B, 90A, 91, 91A, 91C,
  1  6 91D, 91E, 92, and 94A.  
  1  7                           EXPLANATION
  1  8    This bill expands the scope of immunity under the Iowa tort
  1  9 claims Act to include any claim against the state of Iowa
  1 10 based upon the enforcement of laws administered by the
  1 11 department of workforce development and its division of labor
  1 12 services, including provisions that allocate duties to the
  1 13 department regarding chemical emergencies and chemical data
  1 14 management; relate to collection of contributions and payments
  1 15 to the second injury fund by the labor commissioner and to
  1 16 action brought by the commissioner on behalf of the fund;
  1 17 provide for the regulation of the Iowa occupational safety and
  1 18 health standards, amusement ride safety inspections, asbestos
  1 19 removal and encapsulation, boilers and unfired steam pressure
  1 20 vessels, elevators, boxing and wrestling, construction
  1 21 contractors, minimum wage requirements, employment agencies,
  1 22 and obligations to non-English speaking employees; and relate
  1 23 to administration of the labor services division, wage payment
  1 24 collection, and child labor laws.
