1 1 Section 1. NEW SECTION. 284.14 STATEWIDE CAREER PATH
1 2 PILOT PROGRAM.
1 3 1. A three-year statewide career path pilot program is
1 4 established to award competitive grants to Iowa school
1 5 districts implementing the career II and advanced teacher
1 6 career path levels in accordance with this chapter. The
1 7 department shall administer the pilot program. A school
1 8 district may submit an application, including a plan and a
1 9 budget, to the department for approval of a pilot project.
1 10 The department shall develop an application and review process
1 11 and shall develop criteria and procedures for the approval of
1 12 school districts for participation in the pilot program.
1 13 The department shall also develop a set of conditions and a
1 14 process for advancement of a teacher that meets or exceeds the
1 15 requirements for career advancement set forth in this chapter.
1 16 2. In approving pilot program grant applications, the
1 17 department shall give consideration to geographic diversity
1 18 and balance in school district enrollment categories.
1 19 3. The department shall develop and offer a training
1 20 process applying consistent standards for adjudicators and
1 21 local review panels.
1 22 4. A district wishing to participate in the pilot program
1 23 shall submit an application to the department by October 15,
1 24 2003. The department shall notify a school district of its
1 25 approval or disapproval of an application in writing no later
1 26 than January 1, 2004.
1 27 5. Each year in which the pilot program is implemented the
1 28 department shall submit a progress report to the general
1 29 assembly by January 15, and shall submit a final report to the
1 30 general assembly on the department's findings and
1 31 recommendations relating to the pilot program by October 15,
1 32 2007.
1 33 EXPLANATION
1 34 This bill establishes a three-year statewide career path
1 35 pilot program, administered by the department of education, to
2 1 award competitive grants to Iowa school districts implementing
2 2 the career II and advanced teacher career path levels.
2 3 The department is directed to develop an application and
2 4 review process for the approval of school districts that wish
2 5 to participate in the pilot program. A school district's
2 6 application must include a plan and a budget. The bill
2 7 directs the department to develop criteria and procedures for
2 8 participation in the pilot program.
2 9 The department is also directed to develop and offer a
2 10 training process applying consistent standards for
2 11 adjudicators and school district review panels.
2 12 The department must submit annual progress reports and a
2 13 final report with its recommendations to the general assembly.
