  1  1    Section 1.  Section 15.329, subsection 1, paragraph d, Code
  1  2 2003, is amended to read as follows:
  1  3    d.  The business shall agree to pay a median wage for new
  1  4 full-time hourly nonmanagement production jobs of at least
  1  5 eleven dollars per hour indexed to 1993 dollars based on the
  1  6 gross national product implicit price deflator published by
  1  7 the bureau of economic analysis of the United States
  1  8 department of commerce or one hundred thirty percent of the
  1  9 average wage in the county in which the community is located,
  1 10 whichever is higher.
  1 11    Sec. 2.  Section 15A.7, subsection 3, Code 2003, is amended
  1 12 to read as follows:
  1 13    3.  That the employer shall agree to pay wages for the jobs
  1 14 for which the credit is taken of at least the average county
  1 15 wage or average regional wage, whichever is lower, as compiled
  1 16 annually by the department of economic development for the
  1 17 community economic betterment program.  For the purposes of
  1 18 this section, the average regional wage shall be compiled
  1 19 based upon the service delivery areas in section 84B.2.
  1 20 Eligibility for the supplemental credit shall be based on a
  1 21 one-time determination of starting wages by the community
  1 22 college.
  1 23    Sec. 3.  Section 15E.193, subsection 1, paragraph c, Code
  1 24 2003, is amended to read as follows:
  1 25    c.  Pays an average wage that is at or greater than ninety
  1 26 percent of the lesser of least the average county wage or
  1 27 average regional wage, as determined by the department.
  1 28 However, the wage paid by the business shall not be less than
  1 29 seven dollars and fifty cents per hour.
  1 30    Sec. 4.  WAGE LEVEL THRESHOLDS.  The department of economic
  1 31 development shall amend all administrative rules adopted by
  1 32 the department relating to economic assistance programs which
  1 33 include a wage level threshold.  The department shall make all
  1 34 wage level thresholds in the administrative rules equal to the
  1 35 average county wage of the county where the project or
  2  1 community, as applicable, is located.  
  2  2                           EXPLANATION
  2  3    This bill relates to wage level thresholds for programs
  2  4 administered by the department of economic development.
  2  5    The bill amends wage level thresholds to the average county
  2  6 wage in the new jobs and income program, the enterprise zone
  2  7 program, and the supplemental new jobs credit from withholding
  2  8 for jobs created under Code chapter 260E agreements.
  2  9    The bill requires the department to amend all
  2 10 administrative rules adopted by the department relating to
  2 11 economic assistance programs which include a wage level
  2 12 threshold.  The bill requires the department to make all wage
  2 13 level thresholds equal to the average county wage of the
  2 14 county where the project or community, as applicable, is
  2 15 located.
