PAG LIN 1 1 Section 1. Section 15.104, subsections 1 and 2, Code 2003, 1 2 are amended to read as follows: 1 3 1. Prepare a three-year comprehensive strategic plan of 1 4 specific goals, objectives,andpolicies, performance 1 5 measures, and benchmarks for state economic growth. All other 1 6 state agenciesinvolved in economic development activities1 7 shall include economic growth in their mission statements and 1 8 shall annually submit to the board for its review and 1 9 potential inclusion in the strategic plan their specific 1 10 strategic plans and programs for economic growth. The three- 1 11 year strategic plan for state economic growth shall be updated 1 12 annually. 1 13 2. Develop a method of evaluation of the attainment of 1 14 goals and objectives from pursuing the policies of the three- 1 15 year plan which shall include performance measures and 1 16 benchmarks. The method of evaluation shall provide for a 1 17 review of the organizational structure of the state's economic 1 18 growth efforts. 1 19 EXPLANATION 1 20 This bill relates to economic growth strategic planning. 1 21 The bill requires all state agencies to include economic 1 22 growth in their mission statements. The bill requires the 1 23 Iowa economic development board to include performance 1 24 measures and benchmarks in its three-year comprehensive 1 25 strategic plan and in its evaluation of the attainment of 1 26 goals and objectives from pursuing the policies of the three- 1 27 year comprehensive plan for state economic growth prepared by 1 28 the board.
