  1  1    Section 1.  Section 262B.2, Code 2003, is amended to read
  1  2 as follows:
  1  3    262B.2  LEGISLATIVE INTENT.
  1  4    It is the intent of the general assembly to provide support
  1  5 for mechanisms for encouraging the coordination of pure and
  1  6 applied research at the state board of regents institutions.
  1  7 The purpose is to maximize and promote the economic benefit
  1  8 which may derive from research, and to implement technology-
  1  9 led economic development to competitively position Iowa on an
  1 10 economic basis with other states and create high-wage, high-
  1 11 growth jobs.  This is to be done by increased coordination
  1 12 with the Iowa department of economic development and
  1 13 encouragement of the transfer of research results to the
  1 14 private sector.
  1 15    Sec. 2.  Section 262B.3, Code 2003, is amended to read as
  1 16 follows:
  1 17    262B.3  ESTABLISHMENT OF CONSORTIUM RESEARCH DEVELOPMENT
  1 18 COUNCIL.
  1 19    1.  The department of economic development and the state
  1 20 board of regents or the universities under its jurisdiction
  1 21 shall establish consortiums a research development council for
  1 22 the purpose of carrying out the intent of this chapter.  The
  1 23 majority of consortium members shall be from the university
  1 24 community and the balance of members shall be from private
  1 25 industry.  The members of the consortium shall be appointed by
  1 26 the president of the convening university and will serve at
  1 27 the pleasure of the president.
  1 28    2.  The research development council shall consist of
  1 29 thirteen voting members serving staggered four-year terms.
  1 30 The chairperson and ranking member of the economic growth
  1 31 standing committee in the senate and the house of
  1 32 representatives shall serve on the council as ex officio,
  1 33 nonvoting members.  All appointments shall comply with
  1 34 sections 69.16 and 69.16A.  The voting membership of the
  1 35 council shall be appointed as follows:
  2  1    a.  Two individuals from private industry appointed by the
  2  2 speaker of the house of representatives.
  2  3    b.  Two individuals from private industry appointed by the
  2  4 president of the senate.
  2  5    c.  One individual from the local economic development
  2  6 community appointed by the governor.
  2  7    d.  One patent attorney appointed by the governor.
  2  8    e.  One member of the Iowa capital investment board
  2  9 established in section 15E.63 appointed by the governor.
  2 10    f.  One individual from the life sciences community
  2 11 appointed by the governor.
  2 12    g.  One individual from the advanced manufacturing industry
  2 13 appointed by the governor.
  2 14    h.  One individual from the information technology or
  2 15 financial industry appointed by the governor.
  2 16    i.  Three individuals involved in research and development
  2 17 at the university of Iowa, the university of northern Iowa,
  2 18 and Iowa state university of science and technology, with one
  2 19 individual representing each of the universities, appointed by
  2 20 the governor.
  2 21    3.  If a vacancy occurs, a successor shall be appointed to
  2 22 serve the unexpired term.  A successor shall be appointed in
  2 23 the same manner and subject to the same qualifications as the
  2 24 original appointee.  The members of the research development
  2 25 council shall annually elect a chairperson and vice
  2 26 chairperson from the membership of the council.
  2 27    Sec. 3.  Section 262B.4, subsection 1, unnumbered paragraph
  2 28 1, Code 2003, is amended to read as follows:
  2 29    Each consortium The research development council shall
  2 30 assist the university universities in efforts to maximize the
  2 31 economic benefits outlined in section 262B.2.  More
  2 32 specifically, it the council shall assist the university
  2 33 universities by making recommendations for:
  2 34    Sec. 4.  Section 262B.4, subsection 2, unnumbered paragraph
  2 35 1, Code 2003, is amended to read as follows:
  3  1    In order to carry out its objectives the consortium
  3  2 research development council shall perform, but is not limited
  3  3 to, the following tasks:
  3  4    Sec. 5.  Section 262B.5, Code 2003, is amended to read as
  3  5 follows:
  3  6    262B.5  REGENTS AND DEPARTMENT OF ECONOMIC DEVELOPMENT.
  3  7    The state board of regents and the Iowa department of
  3  8 economic development shall enter into an agreement under
  3  9 chapter 28E to coordinate and facilitate the activities of the
  3 10 consortiums research development council.  The state board of
  3 11 regents and the Iowa department of economic development shall
  3 12 report annually to the governor and the general assembly
  3 13 concerning the activities of the consortiums research
  3 14 development council.  
  3 15                           EXPLANATION
  3 16    This bill creates a research development council.
  3 17    The bill amends Code chapter 262B, which currently relates
  3 18 to the establishment of consortiums by the state board of
  3 19 regents or the universities under its jurisdiction for the
  3 20 purpose of encouraging the coordination of pure and applied
  3 21 research at the state board of regents institutions.  The bill
  3 22 changes the consortiums to a 13-voting-member research
  3 23 development council established by the department of economic
  3 24 development and the state board of regents or the universities
  3 25 under its jurisdiction.  The bill adds the legislative intent
  3 26 that the council is intended to implement technology-led
  3 27 economic development to competitively position Iowa on an
  3 28 economic basis with other states and create high-wage, high-
  3 29 growth jobs.  The bill provides that the duties of the council
  3 30 are the same as the duties were for the consortium.
