1 20 A Resolution honoring the National Bar Association for
1 21 its important contributions to the legal profession
1 22 and the judicial process.
1 23 WHEREAS, the National Bar Association was organized
1 24 on August 1, 1925, in Des Moines, Iowa, to serve as an
1 25 organization for African-American lawyers; and
1 26 WHEREAS, the objectives of the National Bar
1 27 Association are to advance the science of
1 28 jurisprudence, improve the administration of justice,
1 29 preserve the independence of the judiciary, uphold the
1 30 honor and integrity of the legal profession, promote
2 1 legislation that will improve the economic condition
2 2 of all American citizens, regardless of race, sex, or
2 3 creed, and protect the civil and political rights of
2 4 all United States citizens; and
2 5 WHEREAS, the National Bar Association is the
2 6 nation's oldest and largest national association
2 7 representing African-American lawyers and jurists,
2 8 with 84 affiliate chapters in the United States and
2 9 with affiliates in several countries, representing a
2 10 professional network of over 20,000 lawyers, judges,
2 11 educators, and law students; and
2 12 WHEREAS, the National Bar Association has an
2 13 illustrative history of filing amicus briefs in
2 14 support of civil rights, championing the pro bono
2 15 legal movement, providing legal assistance to needy
2 16 individuals, and supporting equal opportunity and
2 17 voting rights; and
2 18 WHEREAS, the National Bar Association sponsors
2 19 college scholarships and a legal camp to introduce
2 20 high school students to the legal profession, and has
2 21 provided law school officials with an assessment of
2 22 recruitment, retention, and placement of minority law
2 23 students; and
2 24 WHEREAS, the National Bar Association developed a
2 25 judicial selection process to ensure gains in minority
2 26 judgeships through the federal Omnibus Judgeship Act,
2 27 sponsored a summit among minority bar associations
2 28 nationwide, and has engaged in a host of other
2 29 activities to support the growth of minorities in the
2 30 legal and judicial professions; and
3 1 WHEREAS, the National Bar Association has conducted
3 2 commercial law seminars to promote minority business
3 3 ownership, held the first Black-on-Black Crime
3 4 Conference, and promoted minority business enterprises
3 5 through technical assistance and education programs;
3 6 and
3 7 WHEREAS, the National Bar Association has supported
3 8 efforts to promote equality and justice around the
3 9 world, including providing observers to the first all-
3 10 race democratic election in South Africa, and
3 11 providing delegations to assist economic and political
3 12 developments in other African countries; NOW
3 13 THEREFORE,
3 14 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
3 15 That the House of Representatives recognizes the
3 16 important contributions of the National Bar
3 17 Association in promoting equality and justice through
3 18 responsible legal methods, not only in the United
3 19 States but around the world, and that the organizing
3 20 event which led to the founding of the National Bar
3 21 Association represents a historical milestone in the
3 22 history of Iowa.
