PAG LIN 1 1 HOUSE RESOLUTION NO. 1 2 BY WISE, FOEGE, BUKTA, MYERS, STEVENS, 1 3 QUIRK, WHITAKER, WHITEAD, WENDT, GASKILL, 1 4 FREVERT, BERRY, MILLER, SMITH, GREIMANN, 1 5 HEDDENS, McCARTHY, D. TAYLOR, MURPHY, 1 6 MASCHER, SHOULTZ, OLDSON, REASONER, SWAIM, 1 7 LENSING, HOGG, DAVITT, OSTERHAUS, WINCKLER, 1 8 JOCHUM, HUNTER, STRUYK, T. TAYLOR, CONNORS, 1 9 DANDEKAR, PETERSEN, D. OLSON, LYKAM, and 1 10 FALLON 1 11 A Resolution requesting Iowa's congressional 1 12 delegation to work to secure adequate funding for 1 13 mandates required under the federal "No Child Left 1 14 Behind Act of 2001". 1 15 WHEREAS, President George W. Bush signed into law 1 16 the No Child Left Behind Act of 2001 (NCLB) on January 1 17 8, 2002; and 1 18 WHEREAS, the goals of the NCLB legislation are 1 19 laudable and Iowans embrace the conviction that all 1 20 children should have an equal opportunity to obtain a 1 21 high-quality education; and 1 22 WHEREAS, Iowa's commitment to providing all of its 1 23 children with a high-quality education is evidenced by 1 24 the fact that nearly 90 percent of Iowa's schools 1 25 score above the national median on nationally 1 26 standardized tests; and 1 27 WHEREAS, this commitment begins at the local level 1 28 with school districts and schools setting challenging 1 29 local academic standards and continues with the 1 30 state's dedication to assisting local schools through 2 1 the Iowa Early Intervention Program enacted in 1999 2 2 and the Student Achievement and Teacher Quality 2 3 Program enacted in 2001, which continue to provide 2 4 valuable support to school districts and schools 2 5 today; and 2 6 WHEREAS, federal funding for the NCLB represents 2 7 approximately 3.6 percent of Iowa's total school 2 8 district funding for education utilized in a school 2 9 year; and 2 10 WHEREAS, the federal government has neglected to 2 11 provide funding for the NCLB's mandated requirements 2 12 related to supplementary services, transportation 2 13 costs associated with moving students from buildings 2 14 in need of assistance to buildings making annual 2 15 progress, additional data collection, and professional 2 16 development for teachers in schools determined to be 2 17 in need of assistance; and 2 18 WHEREAS, state budget gaps have grown by 50 percent 2 19 this winter and state policymakers will need to 2 20 resolve unprecedented budget shortfalls, according to 2 21 a report released February 4, 2003, by the National 2 22 Conference of State Legislatures (NCSL); and 2 23 WHEREAS, the latest NCSL survey reports that two- 2 24 thirds of the states must reduce their budgets by 2 25 nearly $26 billion between February 2003 and June 30, 2 26 2003, and states addressed a $49.1 billion shortfall 2 27 in budgeting for FY 2003; and 2 28 WHEREAS, according to NCSL, state legislatures face 2 29 a minimum $68.5 billion budget shortfall for FY 2004; 2 30 and 3 1 WHEREAS, Iowa's economy is not growing enough to 3 2 generate adequate funding to improve our education 3 3 system and the NCLB requirements create not only 3 4 another level of mandates lacking the resources to 3 5 bring about the level of success required, but could 3 6 actually result in a shift of vital instructional 3 7 dollars for NCLB purposes that are unlikely to enhance 3 8 student achievement or teacher quality; NOW THEREFORE, 3 9 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 3 10 That the Iowa House of Representatives requests Iowa's 3 11 elected representatives in the United States Congress, 3 12 in particular Senator Chuck Grassley, Chair of the 3 13 Committee on Finance, and Representative Jim Nussle, 3 14 Chair of the House Budget Committee, to support, work 3 15 to pass, and vote for adequate funding for mandates 3 16 required under the No Child Left Behind Act of 2001. 3 17 BE IT FURTHER RESOLVED, That copies of this 3 18 Resolution be sent to the members of Iowa's 3 19 congressional delegation. 3 20 LSB 2350HH 80 3 21 kh/sh/8
