1 1 HOUSE RESOLUTION NO.
1 2 BY McCARTHY and QUIRK
1 3 A Resolution urging the United States Congress to
1 4 immediately enact legislation assisting states and
1 5 local governments in improving their first responder
1 6 networks.
1 7 WHEREAS, President George W. Bush and congressional
1 8 leaders are now contemplating that a war with Iraq
1 9 could begin within weeks and not months; and
1 10 WHEREAS, a significant threat exists that
1 11 terrorists may initiate attacks on the United States
1 12 once the war begins; and
1 13 WHEREAS, three months ago, President Bush
1 14 recommended that Congress appropriate $3.5 billion for
1 15 states and local governments to train and equip local
1 16 first responders; and
1 17 WHEREAS, local fire fighters, emergency medical
1 18 technicians, municipal law enforcement agency
1 19 officers, and other first responders will be the first
1 20 to deal with the consequences of terrorist attacks on
1 21 the United States; and
1 22 WHEREAS, Ellen Gordon, the Director of Iowa's
1 23 Emergency Management Division of the Department of
1 24 Public Defense and the head of Iowa's homeland
1 25 security efforts, has completed the preliminary
1 26 strategic planning to immediately put a portion of the
1 27 proposed federal dollars to use at the state and local
1 28 level in Iowa; NOW THEREFORE,
1 29 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
1 30 That the Iowa House of Representatives urges Congress
2 1 to immediately act to strengthen Iowa's homeland
2 2 security by passing President Bush's request for $3.5
2 3 billion to assist states and local governments in
2 4 improving their first responder networks.
2 5 BE IT FURTHER RESOLVED, That the Chief Clerk of the
2 6 House of Representatives send copies of this
2 7 resolution to the President of the United States; the
2 8 President of the United States Senate; the Speaker of
2 9 the United States House of Representatives; and to
2 10 members of Iowa's Congressional delegation.
