1 3 A JOINT RESOLUTION
1 4 AUTHORIZING THE TEMPORARY USE AND CONSUMPTION OF WINE AND BEER
1 5 IN THE STATE CAPITOL IN CONJUNCTION WITH THE 2004 ANNUAL
1 6 MEETING OF THE MIDWESTERN LEGISLATIVE CONFERENCE OF THE
1 7 COUNCIL OF STATE GOVERNMENTS.

1 9 WHEREAS, the State of Iowa is honored to host the
1 10 Midwestern Legislative Conference of the Council of State
1 11 Governments in Des Moines, Iowa, on July 11 through 14, 2004;
1 12 and
1 13 WHEREAS, this prestigious regional meeting offers an
1 14 opportunity to develop and maintain contact among legislators,
1 15 public officials, and the private sector from the states of
1 16 Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota,
1 17 Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin; and
1 18 WHEREAS, social events are held in conjunction with the
1 19 business sessions of this annual meeting, and Iowa's unique
1 20 State Capitol is an optimal location for one of the social
1 21 events for this national meeting; and
1 22 WHEREAS, wine and beer are customarily served as an
1 23 accompaniment to the food and entertainment provided at such
1 24 social events; and
1 25 WHEREAS, under 11 IAC 100.4(8), which prohibits the
1 26 consumption of alcoholic beverages on the capitol complex, it
1 27 is not possible to serve wine and beer at social events in the
1 28 State Capitol; NOW THEREFORE,

1 30 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 32 Section 1. Notwithstanding 11 IAC 100.4(8) and any
1 33 contrary provisions of chapter 123, prohibiting the use and
1 34 consumption of alcoholic beverages in public places, wine and
1 35 beer may be used and consumed within the State Capitol at a
2 1 social event, to be held on or around July 13, 2004, hosted by
2 2 the State of Iowa in conjunction with the 2004 Midwestern
2 3 Legislative Conference of the Council of State Governments, if
2 4 the person providing the food and beverages at the social
2 5 event possesses the appropriate valid liquor control license.
2 6 For the purposes of this section and section 123.95, the State
2 7 Capitol is a private place.
