1 1 Section 1. NEW SECTION. 135.26 AUTOMATED EXTERNAL
1 2 DEFIBRILLATOR GRANT PROGRAM.
1 3 The department shall establish and implement an automated
1 4 external defibrillator grant program which provides matching
1 5 funds to local boards of health, community organizations, or
1 6 cities for the program after standards and requirements for
1 7 the utilization of automated external defibrillator equipment,
1 8 and training on the use of such equipment, are developed at
1 9 the local level. The objective of the program shall be to
1 10 enhance the emergency response system in rural areas of the
1 11 state where access to health care providers is often limited
1 12 by providing increased access to automated external
1 13 defibrillator equipment by rural emergency and community
1 14 personnel. A local board of health, community organization,
1 15 or city may submit an application to the department for
1 16 review. The department shall establish criteria for the
1 17 review and approval of grant applications by rule. The amount
1 18 of a grant shall not exceed fifty percent of the cost of the
1 19 automated external defibrillator equipment to be distributed
1 20 to the applicant and the training program to be administered
1 21 by the applicant at the local level. Each application shall
1 22 include information demonstrating that the applicant will
1 23 provide matching funds of fifty percent of the cost of the
1 24 program. Grant recipients shall submit an annual report to
1 25 the department indicating automated external defibrillator
1 26 equipment usage levels, patient outcomes, and number of
1 27 individuals trained.
1 28 EXPLANATION
1 29 This bill provides that the Iowa department of public
1 30 health shall establish an automated external defibrillator
1 31 grant program to assist in the distribution of automated
1 32 external defibrillator equipment and providing training
1 33 regarding equipment utilization. The bill provides that the
1 34 objective of the program shall be to enhance the emergency
1 35 response system in rural areas of the state where access to
2 1 health care providers is often limited by providing increased
2 2 access to automated external defibrillator equipment by rural
2 3 emergency and community personnel. The bill provides that a
2 4 local board of health, community organization, or city may
2 5 submit an application to the department for review, which
2 6 shall be subject to eligibility and approval criteria
2 7 established by the department by rule. The bill provides that
2 8 the amount of a grant shall not exceed 50 percent of the cost
2 9 of the automated external defibrillator equipment to be
2 10 distributed and the training program to be administered at the
2 11 local level, and that each application shall include
2 12 information demonstrating that the applicant will provide
2 13 matching funds of 50 percent of the cost of the program. The
2 14 bill provides that grant recipients shall submit an annual
2 15 report to the department indicating automated external
2 16 defibrillator equipment usage levels, patient outcomes, and
2 17 number of individuals trained.
