  1  4 RELATING TO DETERMINING COMPLIANCE WITH COURSE OF STUDY
  1  5    REQUIREMENTS REGARDING COSMETOLOGY LICENSURE.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  9    Section 1.  Section 157.5A, unnumbered paragraph 1, Code
  1 10 2003, is amended to read as follows:
  1 11    The department shall issue a license to practice manicuring
  1 12 to any person who submits proof of successful completion of a
  1 13 course of at least forty clock hours of training, or one and
  1 14 three-quarters semester credit hours or the equivalent thereof
  1 15 as determined pursuant to administrative rule and regulations
  1 16 promulgated by the United States department of education,
  1 17 relating to manicuring in a licensed school of cosmetology
  1 18 arts and sciences or licensed barber school.  The board shall
  1 19 adopt rules defining the course of study for a manicurist and
  1 20 the practices which a licensed manicurist may perform.
  1 21    Sec. 2.  Section 157.10, subsection 1, Code 2003, is
  1 22 amended to read as follows:
  1 23    1.  The course of study required for licensure for the
  1 24 practice of cosmetology shall be two thousand one hundred
  1 25 clock hours, or seventy semester credit hours or the
  1 26 equivalent thereof as determined pursuant to administrative
  1 27 rule and regulations promulgated by the United States
  1 28 department of education.  The clock hours, and equivalent
  1 29 number of semester credit hours or the equivalent thereof as
  1 30 determined pursuant to administrative rule and regulations
  1 31 promulgated by the United States department of education, of a
  1 32 course of study required for licensure for the practices of
  1 33 electrology, esthetics, and nail technology shall be
  1 34 established by the board.  The board shall adopt rules to
  1 35 define the course and content of study for each practice of
  2  1 cosmetology arts and sciences.
