1 1 Section 1. Section 161A.5, Code 2003, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 1A. The commissioners of each soil and
1 4 water conservation district shall maintain an office located
1 5 in the district. The office shall be supported by at least
1 6 one full-time equivalent position as defined by section 8.36A.
1 7 The position's duties shall include providing clerical support
1 8 to the commissioners and assisting landowners who are
1 9 interested in participating in programs administered under
1 10 this chapter.
1 11 EXPLANATION
1 12 This bill amends Code chapter 161A, the "Soil Conservation
1 13 Districts Law". The chapter provides for a number of programs
1 14 that are designed to preserve soil and water resources of the
1 15 state, including through cost-share incentive payments to
1 16 agricultural landowners installing soil and water conservation
1 17 practices upon their property (e.g., the construction of
1 18 terraces or the planting of vegetation). The Code chapter
1 19 provides for the establishment of 100 soil and water
1 20 conservation districts. Each district is governed by five
1 21 commissioners who are elected on a nonpartisan basis.
1 22 The bill requires that an office be located within each
1 23 district. It also requires that the office must be supported
1 24 by at least one full-time equivalent position. The position's
1 25 duties must include providing clerical support to the
1 26 commissioners and assisting landowners who are interested in
1 27 participating in programs administered under Code chapter
1 28 161A.
