  1  1    Section 1.  NEW SECTION.  53.3  ONGOING ABSENTEE VOTER.
  1  2    A registered voter applying for an absentee ballot under
  1  3 section 53.2 using the state commissioner's prescribed form
  1  4 for absentee ballot applications may request to receive an
  1  5 absentee ballot for each subsequent election in which that
  1  6 person is eligible to vote, and qualifies under section 53.1.
  1  7 The state commissioner shall provide on the prescribed form a
  1  8 check box for this purpose.  For each subsequent election, the
  1  9 commissioner shall automatically mail an absentee ballot to
  1 10 the requesting voter, or automatically deliver an absentee
  1 11 ballot to a confined person pursuant to section 53.22.  A
  1 12 voter's status as an ongoing absentee voter shall be
  1 13 terminated upon the request of the voter or by the
  1 14 commissioner if the voter fails to qualify under section 53.1
  1 15 or if the voter fails to vote in a subsequent election.  
  1 16                           EXPLANATION
  1 17    This bill allows an absentee voter to receive absentee
  1 18 ballots for all subsequent elections without having to reapply
  1 19 before each election.  A person's status as an ongoing
  1 20 absentee voter can be terminated by that person or by the
  1 21 county commissioner of elections if the person fails to
  1 22 qualify as an absentee voter or if the voter fails to vote in
  1 23 a subsequent election.
