PAG LIN 1 1 HOUSE FILE 623 1 2 1 3 AN ACT 1 4 RELATING TO REGISTRATION WITH THE UNITED STATES SELECTIVE 1 5 SERVICE SYSTEM BY APPLICATION FOR A DRIVER'S LICENSE OR 1 6 NONOPERATOR'S IDENTIFICATION CARD OR FOR RENEWAL OF A 1 7 DRIVER'S LICENSE OR NONOPERATOR'S IDENTIFICATION CARD. 1 8 1 9 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 10 1 11 Section 1. NEW SECTION. 321.183 APPLICATION FOR DRIVER'S 1 12 LICENSE OR NONOPERATOR'S IDENTIFICATION CARD SELECTIVE 1 13 SERVICE REGISTRATION. 1 14 1. A person who applies for a driver's license or 1 15 nonoperator's identification card or for renewal of a driver's 1 16 license or nonoperator's identification card, and who is 1 17 required by 50 U.S.C. app. } 451 et seq. to register with the 1 18 United States selective service system, shall be registered by 1 19 the department with the selective service system. The 1 20 department shall forward to the selective service system in an 1 21 electronic format the necessary personal information of such 1 22 applicant, notwithstanding provisions to the contrary in 1 23 section 321.11, subsection 3. 1 24 2. An applicant's submission of an application for a 1 25 driver's license or nonoperator's identification card or for 1 26 renewal of a driver's license or nonoperator's identification 1 27 card shall indicate that the applicant has already registered 1 28 with the selective service system or that the applicant 1 29 authorizes the department to forward the applicant's personal 1 30 information to the selective service system for registration. 1 31 The department shall notify the applicant on the application 1 32 that submission of the application shall serve as consent to 1 33 registration with the selective service system, if the 1 34 applicant is required by 50 U.S.C. app. } 451 et seq. to 1 35 register. 2 1 3. Notwithstanding subsections 1 and 2, an applicant for a 2 2 driver's license or nonoperator's identification card or for 2 3 renewal of a driver's license or nonoperator's identification 2 4 card who is required to register with the United States 2 5 selective service system shall not be registered by the 2 6 department if, after being given information on the penalties 2 7 for failure to register, the applicant declines to be 2 8 registered. The department shall forward to the selective 2 9 service system in an electronic format the applicable personal 2 10 information of such applicant indicating the applicant refused 2 11 to be registered. 2 12 Sec. 2. Section 321.190, subsection 1, paragraph a, Code 2 13 2003, is amended to read as follows: 2 14 a. The department shall, upon application and payment of 2 15 the required fee, issue to an applicant a nonoperator's 2 16 identification card. To be valid the card shall bear a 2 17 distinguishing number assigned to the card holder, the full 2 18 name, date of birth, sex, residence address, a physical 2 19 description and a colored photograph of the card holder, the 2 20 usual signature of the card holder, and such other information 2 21 as the department may require by rule. An applicant for a 2 22 nonoperator's identification card shall apply for the card in 2 23 the manner provided in section 321.182, subsections 1 through 2 24 3. The card shall be issued to the applicant at the time of 2 25 application pursuant to procedures established by rule. An 2 26 applicant for a nonoperator's identification card who is 2 27 required by 50 U.S.C. app. } 451 et seq. to register with the 2 28 United States selective service system shall be registered by 2 29 the department with the selective service system as provided 2 30 in section 321.183. 2 31 2 32 2 33 2 34 CHRISTOPHER C.
