1 1 Section 1. Section 321.34, Code 2003, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 23. BREAST CANCER RESEARCH PLATES.
1 4 a. An owner referred to in subsection 12, upon written
1 5 application to the department, may order special registration
1 6 plates with a "breast cancer research" emblem designed by the
1 7 department.
1 8 b. The special fee for letter number designated breast
1 9 cancer research plates is thirty-five dollars. The special
1 10 fee for personalized breast cancer research plates is twenty-
1 11 five dollars, which shall be paid in addition to the special
1 12 breast cancer research fee of thirty-five dollars. The fees
1 13 collected by the director under this subsection shall be paid
1 14 monthly to the treasurer of state and credited to the road use
1 15 tax fund. Notwithstanding section 423.24, and prior to the
1 16 crediting of revenues to the road use tax fund under section
1 17 423.24, subsection 1, paragraph "b", the treasurer of state
1 18 shall transfer monthly from those revenues to the university
1 19 of Iowa to be used for cancer research programs the amount of
1 20 the special fees collected in the previous month for the
1 21 breast cancer research plates. Notwithstanding section 8.33,
1 22 moneys transferred under this subsection shall not revert to
1 23 the general fund of the state.
1 24 c. Upon receipt of the special registration plates, the
1 25 applicant shall surrender the current registration receipt and
1 26 plates to the county treasurer. The county treasurer shall
1 27 validate the special registration plates in the same manner as
1 28 regular registration plates are validated under this section.
1 29 The annual special breast cancer research fee for letter
1 30 number designated plates is ten dollars, which shall be paid
1 31 in addition to the regular annual registration fee. The
1 32 annual special fee for personalized breast cancer research
1 33 plates is five dollars, which shall be paid in addition to the
1 34 annual special breast cancer research fee and the regular
1 35 annual registration fee. The annual special breast cancer
2 1 research fee shall be credited as provided under paragraph
2 2 "b".
2 3 EXPLANATION
2 4 This bill establishes a special breast cancer research
2 5 motor vehicle registration plate to be issued by the state
2 6 department of transportation. The plate will bear an emblem
2 7 designed by the department. The special fee for initial
2 8 issuance of the plate is $35 for letter number designated
2 9 plates and $60 for personalized plates. The annual special
2 10 fee, to be paid in addition to the regular annual registration
2 11 fee, is $10 for letter number designated plates and $15 for
2 12 personalized plates.
2 13 The treasurer of state is directed to transfer the special
2 14 fees from breast cancer research plates to the university of
2 15 Iowa to be used for breast cancer research programs. The
2 16 university of Iowa is the home of the Holden comprehensive
2 17 cancer center, a national cancer institute-designated cancer
2 18 center.
