  1  4 RELATING TO CHARACTER EDUCATION AND SERVICE LEARNING IN
  1  5    IOWA'S ELEMENTARY AND SECONDARY SCHOOLS.

  1  7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
  1  8 
  1  9    Section 1.  NEW SECTION.  256.18A  SERVICE LEARNING.
  1 10    The board of directors of a school district or the
  1 11 authorities in charge of a nonpublic school may require a
  1 12 certain number of service learning units as a condition for
  1 13 the inclusion of a service learning endorsement on a student's
  1 14 diploma or as a condition of graduation from the district or
  1 15 school.  For purposes of this paragraph, "service learning"
  1 16 means a method of teaching and learning which engages students
  1 17 in solving problems and addressing issues in their school or
  1 18 greater community as part of the academic curriculum.
  1 19    Sec. 2.  Section 280.12, Code 2003, is amended by adding
  1 20 the following new subsection:
  1 21    NEW SUBSECTION.  3.  Consider recommendations from the
  1 22 school improvement advisory committee to infuse character
  1 23 education into the educational program.
