PAG LIN 1 1 Amend House File 2582 as follows: 1 2 #1. Page 6, by inserting after line 6 the 1 3 following: 1 4 <DIVISION 1 5 ECONOMIC DEVELOPMENT AREAS 1 6 Sec. . NEW SECTION. 15E.231 ECONOMIC 1 7 DEVELOPMENT AREAS. 1 8 1. In order for an economic development area to 1 9 receive financial assistance from the department, the 1 10 organization of an economic development area must be 1 11 approved by the department. The department shall 1 12 approve an economic development area that establishes 1 13 a single, focused economic development effort, 1 14 approved by the department, that shall include the 1 15 development of an area development plan and area 1 16 marketing strategies. Area marketing strategies must 1 17 be focused on marketing the area collectively. 1 18 2. An approved economic development area may apply 1 19 to the department for financial assistance to assist 1 20 with physical infrastructure needs related to a 1 21 specific business partner. In order to receive 1 22 financial assistance pursuant to this subsection, the 1 23 economic development area must demonstrate all of the 1 24 following: 1 25 a. The ability to provide matching moneys on a 1 26 one=to=one basis. 1 27 b. The commitment of the specific business 1 28 partner. 1 29 c. That all other funding alternatives have been 1 30 exhausted. 1 31 3. An approved economic development area may apply 1 32 to the department for financial assistance to assist 1 33 an existing business located in the economic 1 34 development area impacted by business consolidation 1 35 actions. Business consolidation actions include a 1 36 substantial or total closure of an existing business 1 37 due to consolidating the existing business out of 1 38 state. In order to receive financial assistance 1 39 pursuant to this subsection, the economic development 1 40 area must demonstrate the ability to provide matching 1 41 moneys on a one=to=one basis. 1 42 4. An approved economic development area may apply 1 43 to the department for financial assistance to 1 44 implement economic development initiatives unique to 1 45 the area. In order to receive financial assistance 1 46 pursuant to this subsection, the economic development 1 47 area must demonstrate the ability to provide matching 1 48 moneys on a one=to=one basis. 1 49 5. An approved economic development area may apply 1 50 to the department for financial assistance to 2 1 implement innovative initiatives that do not qualify 2 2 for assistance under subsection 4. 2 3 6. The department may establish and administer an 2 4 area economic development revenue sharing pilot 2 5 project for one or more areas. The department shall 2 6 take into consideration the geographical disbursement 2 7 of the pilot projects. The department shall provide 2 8 technical assistance to the areas participating in a 2 9 pilot project. 2 10 7. The amount of financial assistance available 2 11 under subsections 2, 3, 4, and 5 and section 15E.232 2 12 shall be determined by the department. 2 13 Sec. . NEW SECTION. 15E.232 ECONOMICALLY 2 14 ISOLATED AREAS. 2 15 1. An approved economic development area may apply 2 16 to the department for approval to be designated as an 2 17 economically isolated area based on criteria as 2 18 determined by the department. An economically 2 19 isolated area must consist of at least one county 2 20 meeting the county distress criteria provided in 2 21 section 15E.194. The department shall approve no more 2 22 than five areas as economically isolated areas. 2 23 2. An approved economically isolated area may 2 24 apply to the department for financial assistance for 2 25 purposes of economic development=related marketing 2 26 assistance for the area. In order to receive 2 27 financial assistance pursuant to this subsection, the 2 28 economically isolated area must demonstrate the 2 29 ability to provide matching moneys on a one=to=one 2 30 basis. 2 31 Sec. . EFFECTIVE DATE PROVISION. This division 2 32 of this Act, being deemed of immediate importance, 2 33 takes effect upon enactment.> 2 34 #2.
