PAG LIN 1 1 Amend Senate File 2298, as amended, passed, and 1 2 reprinted by the Senate, as follows: 1 3 #1. Page 179, by inserting after line 19 the 1 4 following: 1 5 "Sec. . Section 8.22A, subsection 3, Code 1 6 Supplement 2003, is amended to read as follows: 1 7 3. By December 15 of each fiscal year the 1 8 conference shall agree to a revenue estimate for the 1 9 fiscal year beginning the following July 1. That 1 10 estimate shall be used by the governor in the 1 11 preparation of the budget message under section 8.22 1 12 and by the general assembly in the budget process. If 1 13 the conference agrees to a different estimate at a 1 14 later meeting which projects a greater amount of 1 15 revenue than the initial estimate amount agreed to by 1 16 December 15, the governor and the general assembly 1 17 shall continue to use the initial estimate amount in 1 18 the budget process for that fiscal year. However, if 1 19 the conference agrees to a different estimate at a 1 20 later meeting which projects a lesser amount of 1 21 revenue than the initial estimate amount, the governor 1 22 and the general assembly shall use the lesser amount 1 23 in the budget process for that fiscal year. As used 1 24 in this subsection, "later meeting" means only those 1 25 later meetings which are held prior to the conclusion 1 26 of the regular session of the general assembly and, if 1 27 the general assembly holds an extraordinary session 1 28 prior to the commencement of the fiscal year to which 1 29 the estimate applies, those later meetings which are 1 30 held before or during the extraordinary session. 1 31 Sec. . Section 8.54, subsection 2, Code 2003, 1 32 is amended to read as follows: 1 33 2. There is created a state general fund 1 34 expenditure limitation for each fiscal yearbeginning1 35on or after July 1, 1993,calculated as provided in 1 36 this section. An expenditure limitation shall be used 1 37 for the portion of the budget process commencing on 1 38 the date the revenue estimating conference agrees to a 1 39 revenue estimate for the following fiscal year in 1 40 accordance with section 8.22A, subsection 3, and 1 41 ending with the governor's final approval or 1 42 disapproval of the appropriations bills applicable to 1 43 that fiscal year that were passed prior to July 1 of 1 44 that fiscal year in a regular or extraordinary 1 45 legislative session." 1 46 #2. By striking page 183, line 32 through page 1 47 184, line 9, and inserting the following: 1 48 "Sec . Section 257.8, subsection 1, Code 1 49 Supplement 2003, is amended to read as follows: 1 50 1. STATE PERCENT OF GROWTH.The state percent of2 1growth for the budget year beginning July 1, 2003, is2 2two percent.The state percent of growth for the 2 3 budget year beginning July 1, 2004, is two percent. 2 4 The state percent of growth for the budget year 2 5 beginning July 1, 2005, is four percent. The state 2 6 percent of growth for each subsequent budget year 2 7 shall be established by statute which shall be enacted 2 8 within thirty days of the submission inthe year2 9precedingthe base year of the governor's budget under 2 10 section 8.21. The establishment of the state percent 2 11 of growth for a budget year shall be the only subject 2 12 matter of the bill which enacts the state percent of 2 13 growth for a budget year." 2 14 #3.
