1 2 #1. Page 6, by striking lines 16 through 19 and
1 3 inserting the following:
1 4 "a. For use of the home modification grant program
1 5 for veterans and the establishment and operation of a
1 6 state veterans cemetery as required in section 35A.3,
1 7 subsection 14, if enacted by 2004 Iowa Acts, Senate
1 8 File 2298, notwithstanding section 8.57, subsection 5,
1 9 paragraph "c":
1 10 FY 2004-2005...................................... $ 1,000,000
1 11 Of the amount appropriate in this subsection,
1 12 $400,000 shall be allocated for the establishment and
1 13 operation of a state veterans cemetery if one is
1 14 required by law and $600,000 shall be allocated for
1 15 the home modification grant program for veterans.
1 16 b. For the purposes of this subsection, "veteran"
1 17 means the same as defined in section 35.1 or a
1 18 resident of this state who served in the armed forces
1 19 of the United States, completed a minimum aggregate of
1 20 ninety days of active federal service, and was
1 21 discharged under honorable conditions.
1 22 c. A veterans home modification grant program is
1 23 created under the control of the commission. The
1 24 veterans home modification grant program shall provide
1 25 grants to veterans who have a service-connected,
1 26 permanent disability, rating less than fifty percent
1 27 as verified by the United States department of
1 28 veterans affairs or a branch of the United States
1 29 armed forces. Grants shall be awarded for home
1 30 modifications that are designed to meet the needs of
1 31 the veteran with the disability who will be residing
1 32 in the home.
1 33 d. It is the intent of the general assembly that
1 34 the program be equitably accessible to eligible
1 35 veterans throughout the state.
1 36 e. The commission shall adopt rules pursuant to
1 37 chapter 17A to administer the program.
1 38 (1) The rules shall establish criteria for the
1 39 awarding of grants, including the maximum amount
1 40 available per grant. In determining the maximum
1 41 amount available per grant, the commission shall
1 42 consider the number of potential recipients statewide.
1 43 (2) The rules shall provide that eligible
1 44 modifications may include but are not limited to any
1 45 of the following:
1 46 (a) Bathroom modifications.
1 47 (b) Installation of grab bars and handrails.
1 48 (c) Kitchen modifications.
1 49 (d) Lifting devices.
1 50 (e) Main-level bathroom or bedroom additions.
2 1 (f) Ramp additions or repair.
2 2 (g) Sidewalk additions or repair.
2 3 (h) The widening of doorways or hallways.
2 4 (3) The rules shall specify the types of eligible
2 5 residences, which shall include but are not limited to
2 6 single-family residences owned by the veteran.
2 7 (4) The rules shall provide for a waiting list
2 8 system to be instituted if the total amount of the
2 9 grants awarded in a fiscal year exceeds available
2 10 funding for that fiscal year."
