  1  2    #1.  Page 6, by inserting after line 9, the
  1  3 following:
  1  4    "Any funds appropriated to the Iowa department of
  1  5 public health from the healthy Iowans tobacco trust
  1  6 that are distributed as grants are subject to a
  1  7 request for proposals process developed by the
  1  8 department that includes specifications regarding
  1  9 budget line items, project goals and objectives, and
  1 10 outcome measurements."
