Section 462A.5, subsection 3, Code 1 5 2003, is amended to read as follows: 1 6 3. The registration fees for vessels subject to 1 7 this chapter are as follows: 1 8 a. For vessels of any length without motor or 1 9 sail,fiveeight dollars. 1 10 b. For motorboats or sailboats less thantwelve1 11 sixteen feet in length,eightfifteen dollars. 1 12 c. For motorboats or sailboatstwelvesixteen feet 1 13 or more, but less thanfifteentwenty-six feet in 1 14 length,tentwenty-five dollars. 1 15d. For motorboats or sailboats fifteen feet or1 16more, but less than eighteen feet in length, twelve1 17dollars.1 18e. For motorboats or sailboats eighteen feet or1 19more, but less than twenty-five feet in length,1 20eighteen dollars.1 21f.d. For motorboats or sailboatstwenty-five1 22 twenty-six feetin lengthor more,twenty-eightbut 1 23 less than forty feet in length, forty dollars. 1 24 e. For motor boats or sailboats forty feet in 1 25 length or more, seventy-five dollars. 1 26 f. For all personal watercraft, twenty-five 1 27 dollars. 1 28 Every registration certificate and number issued 1 29 becomes delinquent at midnight April 30 of odd- 1 30 numbered years unless terminated or discontinued in 1 31 accordance with this chapter. After January 1 in odd- 1 32 numbered years, an unregistered vessel and a renewal 1 33 of registration may be registered for the two-year 1 34 registration period beginning May 1 of that year. 1 35 After January 1 in even-numbered years, unregistered 1 36 vessels may be registered for the remainder of the 1 37 current registration period at fifty percent of the 1 38 appropriate registration fee. 1 39 If a timely application for renewal is made, the 1 40 applicant shall receive the same registration number 1 41 allocated to the applicant for the previous 1 42 registration period. If the application for 1 43 registration for the biennium is not made before May 1 1 44 of each odd-numbered year, the applicant shall be 1 45 charged a penalty of five dollars. 1 46 Sec. . Section 462A.22, Code 2003, is amended 1 47 to read as follows: 1 48 462A.22 ENGINEER OR PILOT LICENSE AND FEES. 1 49 1.NoA vessel shall not be operated for hire by a 1 50 pilot or engineer upon the waters of this state under 2 1 the jurisdiction of the commission unless the pilot or 2 2 engineer first obtains an engineer's or pilot's 2 3 license. A pilot's license is required for any person 2 4 who has charge of the steering or directing of the 2 5 vessel's course or who does the steering or directs 2 6 the vessel's course. An engineer's license is 2 7 required for all operators who have charge of or 2 8 operate the equipment by which the boat is propelled. 2 9 If one person acts in a dual or alternate capacity, 2 10 the person shall first obtain both an engineer's and 2 11 pilot's license. 2 12 2. Any person desiring a pilot's or engineer's 2 13 license shall file an application with the commission 2 14 upon forms prepared and furnished by the commission. 2 15 Such license may be issued by the commission only upon 2 16 recommendation of an officer duly authorized by the 2 17 commission. Before the officer recommends such a 2 18 license, the officer shall investigate the competency 2 19 of the applicant, the applicant's acquaintance with 2 20 and experience in boat work, habits as to sobriety, 2 21 mental and physical qualifications for the work, 2 22 acquaintance with the waters for which application to 2 23 operate upon is made, familiarity with the laws and 2 24 regulations pertaining to the vessel operation and all 2 25 other pertinent matters. Such license shall not be 2 26 issued to anyone under eighteen years of age. 2 27 3. The annual fee for a pilot's license is ten 2 28 dollars. The annual fee for an engineer's license is 2 29 twenty dollars. All fees for the licensing of pilots 2 30 and engineers shall be forwarded by the commission to 2 31 the treasurer of state, who shall place the money in 2 32 the environment first fund created in section 8.57A. 2 33 4. Engineer's and pilot's licenses shall be in 2 34 effect only for the calendar year in whichsuchthe 2 35 license is issued. 2 36 Sec. . Section 462A.52, Code 2003, is amended 2 37 to read as follows: 2 38 462A.52 FEES REMITTED TO COMMISSION. 2 39 Within ten days after the end of each month, a 2 40 county recorder shall remit to the commission all fees 2 41 collected by the recorder during the previous month. 2 42 Before May 10 in odd-numbered years, a county recorder 2 43 shall remit to the commission all unused license 2 44 blanks for the previous biennium. All fees collected 2 45 for the registration of vessels shall be forwarded by 2 46 the commission to the treasurer of the state, who 2 47 shall place the money ina special conservationthe 2 48 environment first fund created in section 8.57A.The2 49money so collected is appropriated to the commission2 50solely for the administration and enforcement of3 1navigation laws and water safety.3 2 Sec. . Section 462A.21, Code 2003, is 3 3 repealed." 3 4 #2.
