1 3 #1. Page 77, by inserting after line 20, the
1 4 following:
1 5 "Sec. ___. TOBACCO USE PREVENTION AND CONTROL
1 6 ADMINISTRATOR. The director of the Iowa department of
1 7 public health shall employ a division administrator
1 8 for the division of tobacco use prevention and control
1 9 as a full-time equivalent position with a salary
1 10 commensurate with the full-time position.
1 11 Sec. ___. LEGISLATIVE INTENT THE STATE OF IOWA,
1 12 A HEALTHY COMMUNITY.
1 13 1. It is the intent of the general assembly that
1 14 state agencies, local communities, and individuals
1 15 begin exploring strategies and partnerships to create
1 16 a statewide community network that supports health
1 17 promotion, prevention, and chronic disease management.
1 18 2. It is the expectation of the general assembly
1 19 that such strategies and partnerships will energize
1 20 local communities to transform their cultures into
1 21 those which promote healthy lifestyles and which,
1 22 collectively, transform the state of Iowa into one
1 23 healthy community."
1 24 #2. Page 90, by inserting after line 35, the
1 25 following:
1 26 "Sec. ___. FOOD STAMP HEALTHY CHOICES. The
1 27 department of human services, in cooperation with the
1 28 Iowa department of public health, shall identify means
1 29 by which the food stamp program may be utilized to
1 30 promote good nutrition and healthy choices among
1 31 recipients of food stamps. The departments shall
1 32 submit a report of their findings to the general
1 33 assembly by December 15, 2004."
1 34 #3. Page 100, by inserting after line 10, the
1 35 following:
1 36 "___. Determine or enter a contract to identify
1 37 the incidence of chronic disease within the Iowa
1 38 medical assistance program population in order to most
1 39 effectively utilize disease management programs under
1 40 the medical assistance program. The department may
1 41 procure a sole source contract to implement this
1 42 subsection."
1 43 #4. Page 130, line 2, by inserting after the word
1 44 "fund." the following: "To the extent allowed under
1 45 Title XIX of the federal Social Security Act, any
1 46 hospital qualifying for disproportionate share
1 47 hospital reimbursement shall provide evidence to the
1 48 department that the hospital provides or participates
1 49 in a disease management program for persons whose
1 50 costs are part of the hospital's uncompensated care
2 1 costs."
