  1  1    Amend House File 2548 as follows:
  1  2    #1.  By striking everything after the enacting
  1  3 clause and inserting the following:
  1  4    "Section 1.  STUDY.  The legislative council shall
  1  5 authorize a study of the purchasing practices and
  1  6 procedures used by state agencies to obtain both goods
  1  7 and services.  The council may authorize the
  1  8 government oversight committee to conduct this study
  1  9 or may create a special committee for that purpose.
  1 10 The committee shall consult with persons knowledgeable
  1 11 in the areas of government purchasing, bidding, and
  1 12 contracting.  To the extent practicable these persons
  1 13 shall include, but not be limited to, representatives
  1 14 from the following:
  1 15    a.  The office of the auditor of state.
  1 16    b.  The department of administrative services.
  1 17    c.  The state department of transportation.
  1 18    d.  The Iowa lottery authority.
  1 19    e.  The state board of regents.
  1 20    f.  Vendors providing goods and services to this
  1 21 state.
  1 22    g.  Procurement specialists from political
  1 23 subdivisions of this state.
  1 24    h.  Procurement specialists from the private
  1 25 sector.
  1 26    i.  The department of management.
  1 27    The committee shall submit a report including
  1 28 findings and recommendations to the governor and
  1 29 general assembly no later than January 15, 2005."
  1 30    #2.  Title page, by striking lines 1 though 3 and
  1 31 inserting the following:  "An Act to authorize a study
  1 32 of the purchasing practices and procedures used by
  1 33 state agencies to obtain both goods and services."
