PAG LIN 1 1 Amend Senate File 2270, as passed by the Senate, as 1 2 follows: 1 3 #1. Page 1, by inserting after line 20 the 1 4 following: 1 5 "Sec. 101. Section 331.605C, subsections 2, 3, and 1 6 4, Code Supplement 2003, are amended to read as 1 7 follows: 1 8 2. Beginning July 1, 2004, the recorder shall 1 9 collect a fee of one dollar for each recorded 1 10 transaction, regardless of the number of pages, for 1 11 which a fee is paid pursuant to section 331.604 to be 1 12 used for the purposeof paying the county's ongoing1 13costs of maintaining the systems developed and1 14implemented underset forth in subsection14. 1 15 3. The county treasurer, on behalf of the 1 16 recorder, shall establish and maintainan interest-1 17bearing accounta county recorder's electronic 1 18 transaction fund into which all moneys collected 1 19 pursuant to subsections 1 and 2 shall be deposited. 1 20 Interest earned on moneys deposited in this fund shall 1 21 be computed based on the average monthly balance in 1 22 the fund and shall be credited to the county 1 23 recorder's electronic transaction fund. 1 24 4. The localelectronicgovernment electronic 1 25 transaction fund is established in the office of the 1 26 treasurer of state under the control of the treasurer 1 27 of state. Moneys deposited into the fund are not 1 28 subject to section 8.33. Notwithstanding section 1 29 12C.7, interest or earnings on moneys in the local 1 30electronicgovernment electronic transaction fund 1 31 shall be credited to the fund. Moneys in the local 1 32electronicgovernment electronic transaction fund are 1 33 not subject to transfer, appropriation, or reversion 1 34 to any other fund, or any other use except as provided 1 35 in this subsection.The treasurer of state shall1 36enter into a contract with the Iowa state association1 37of counties affiliate representing county recorders to1 38hold the fund for the development, implementation, and1 39maintenance of a statewide internet website for1 40purposes of providing electronic access to records and1 41information recorded or filed by county recorders.On 1 42 a monthly basis, the county treasurer shall payone1 43dollar ofeach fee collected pursuant to subsection11 44 2 to the treasurer of state for deposit into the local 1 45electronicgovernment electronic transaction fund. 1 46 Moneys credited to the localelectronicgovernment 1 47 electronic transaction fund are appropriated to the 1 48 treasurer of state to be used forcontract coststhe 1 49 purpose of paying the ongoing costs of maintaining the 1 50 statewide internet website developed and implemented 2 1 under subsection 1.This subsection is repealed June2 230, 2004.2 3 Sec. 102. Section 331.605C, subsection 5, Code 2 4 Supplement 2003, is amended by striking the 2 5 subsection." 2 6 #2. Page 1, by inserting after line 31 the 2 7 following: 2 8 "Sec. . EFFECTIVE DATE.
