  1  1    Amend House File 2547 as follows:
  1  2    #1.  Page 2, by inserting after line 2 the
  1  3 following:
  1  4    "Sec.    .  MOTOR VEHICLE FRANCHISEES – STUDY.
  1  5 The department of administrative services shall
  1  6 provide for a comprehensive review of the laws and
  1  7 administrative rules regulating motor vehicle
  1  8 franchises pursuant to chapters 322 and 322A.  The
  1  9 department shall report the findings of the review to
  1 10 the house and senate committees on government
  1 11 oversight no later than December 31, 2004.  The report
  1 12 shall include identification of any provisions which
  1 13 may adversely affect franchisers and franchisees along
  1 14 with proposed remedies.  Costs incurred by the
  1 15 department for conducting the review shall be paid
  1 16 from moneys appropriated to the department for general
  1 17 operating costs.  At the direction of the department,
  1 18 the review and report may be completed by a private,
  1 19 nonprofit corporation with proven experience in
  1 20 mediation."
  1 21    #2.  Title page, line 1, by inserting after the
  1 22 word "Act" the following:  "relating to motor
  1 23 vehicles, requiring a review of motor vehicle
  1 24 franchise laws,".
