  1  5    "Sec.    .  EFFECTIVE DATE.  This Act takes effect
  1  6 upon enactment."
  1  7    #2.  Title page, line 1, by inserting after the
  1  8 word "dealers" the following:  "and providing an
  1  9 effective date".
