1 5 "3. An all-terrain vehicle that is owned by the
1 6 owner of land adjacent to a highway, other than an
1 7 interstate road, may be operated by the owner of the
1 8 all-terrain vehicle, or by a member of the owner's
1 9 family, on the portion of the highway right-of-way
1 10 that is between the shoulder of the roadway, or at
1 11 least five feet from the edge of the roadway, and the
1 12 owner's property line."
