Section 462A.5, subsection 3, 1 6 unnumbered paragraphs 2 and 3, Code 2003, are amended 1 7 to read as follows: 1 8 Every registration certificate and number issued 1 9 becomes delinquent at midnightApril 30May 31 of odd- 1 10 numbered years unless terminated or discontinued in 1 11 accordance with this chapter. After January 1 in odd- 1 12 numbered years, an unregistered vessel and a renewal 1 13 of registration may be registered for the two-year 1 14 registration period beginningMayJune 1 of that year. 1 15 After January 1 in even-numbered years, unregistered 1 16 vessels may be registered for the remainder of the 1 17 current registration period at fifty percent of the 1 18 appropriate registration fee. 1 19 If a timely application for renewal is made, the 1 20 applicant shall receive the same registration number 1 21 allocated to the applicant for the previous 1 22 registration period. If the application for 1 23 registration for the biennium is not made beforeMay1 24 June 1 of each odd-numbered year, the applicant shall 1 25 be charged a penalty of five dollars. 1 26 Sec. . Section 462A.39, Code 2003, is amended 1 27 to read as follow: 1 28 462A.39 EXPIRATION DATE. 1 29 Each special certificate issued hereunder shall 1 30 expire at midnight onApril 30May 31 of each odd- 1 31 numbered year, and a new special certificate for the 1 32 ensuing biennium may be obtained upon application to 1 33 the commission and payment of the fee provided by law. 1 34 Sec. . Section 462A.42, Code 2003, is amended 1 35 to read as follows: 1 36 462A.42 LIST OF USED BOATS ON HAND FURNISHED. 1 37 Dealers using special certificates under the 1 38 provisions of this chapter shall, beforeMayJune 5 of 1 39 each year, furnish the commission with a list of all 1 40 used vessels held by them for sale or trade, and upon 1 41 which the registration fee for the current year has 1 42 not been paid, giving the previous registration 1 43 number, name of previous owner at the time such vessel 1 44 was transferred to the dealer, and such other 1 45 information as the commission may require. 1 46 Sec. . Section 462A.52, Code 2003, is amended 1 47 to read as follows: 1 48 462A.52 FEES REMITTED TO COMMISSION. 1 49 Within ten days after the end of each month, a 1 50 county recorder shall remit to the commission all fees 2 1 collected by the recorder during the previous month. 2 2 BeforeMayJune 10 in odd-numbered years, a county 2 3 recorder shall remit to the commission all unused 2 4 license blanks for the previous biennium. All fees 2 5 collected for the registration of vessels shall be 2 6 forwarded by the commission to the treasurer of the 2 7 state, who shall place the money in a special 2 8 conservation fund. The money so collected is 2 9 appropriated to the commission solely for the 2 10 administration and enforcement of navigation laws and 2 11 water safety." 2 12 #2.
