1 1 Amend House File 2514 as follows:
1 2 #1. By striking everything after the enacting
1 3 clause, and inserting the following:
1 4 "Section 1. DEMENTIA-SPECIFIC CARE ALTERNATIVES
1 5 PILOT PROJECT.
1 6 1. The department of inspections and appeals, in
1 7 cooperation with department of elder affairs in
1 8 consultation with representatives of the affected
1 9 industry, shall implement a pilot project for
1 10 dementia-specific alternative living.
1 11 2. The department of inspections and appeals, in
1 12 cooperation with department of elder affairs in
1 13 consultation with representatives of the affected
1 14 industry, shall adopt rules for the pilot project
1 15 which allow for an environment that is similar to
1 16 group home living, but which, at a minimum, require
1 17 compliance with life safety code requirements
1 18 commensurate with the level of care required for, and
1 19 frailty of, the population being served.
1 20 3. The department of inspections and appeals shall
1 21 limit the number of projects in the pilot project to
1 22 two. The projects shall be based on measurable
1 23 outcomes as defined by the department of inspections
1 24 and appeals, in cooperation with the department of
1 25 elder affairs in consultation with representatives of
1 26 the affected industry. The projects shall be subject
1 27 to an objective third-party evaluation and an
1 28 institutional review board using the human services
1 29 protocol.
1 30 4. The projects shall each be limited to three
1 31 years in duration. Upon completion of the three-year
1 32 period, the human services protocol review, and the
1 33 third-party evaluation, the department of inspections
1 34 and appeals, in cooperation with the department of
1 35 elder affairs in consultation with representatives of
1 36 the affected industry, shall submit a report to the
1 37 general assembly, which shall include but is not
1 38 limited to all of the following:
1 39 a. The results of the human services protocol
1 40 review.
1 41 b. The conclusion of the third-party evaluation of
1 42 the effectiveness of the dementia-specific care
1 43 alternative.
1 44 c. Based upon the third-party evaluation, a
1 45 comparison of the effectiveness of the dementia-
1 46 specific care alternative to current dementia-specific
1 47 assisted living and dementia-specific nursing
1 48 facilities.
1 49 d. Recommendations for immediate and long-range
1 50 steps to be taken.
2 1 e. Any recommendations for legislation necessary
2 2 to implement the work of the pilot project."
