1 4 "Section 1. NEW SECTION. 73.3A CONTRACT EMPLOYEE
1 5 SERVICES.
1 6 A person who contracts with a commission, board,
1 7 committee, officer, or other governing body of the
1 8 state to provide administrative, labor, or other
1 9 services that would otherwise be provided by state
1 10 employees shall, as a condition of receiving the
1 11 contract, report all payments received under the
1 12 contract to the department of management. The
1 13 department of management shall annually prepare an
1 14 analysis of the reports and provide the analysis to
1 15 the general assembly."
