  1  5    "#   .  Page 1, by striking lines 1 through 31."
  1  6    #2.  Page 1, by inserting after line 6 the
  1  7 following:
  1  8    "#   .  By striking page 4, line 3, through page
  1  9 10, line 14, and inserting the following:
  1 10    "   .  The commission shall adopt rules determined
  1 11 necessary to implement recommendations contained in
  1 12 the panel's final report.""
