  1  1    Amend House File 2302 as follows:
  1  2    #1.  Page 1, by inserting before line 1, the
  1  3 following:
  1  4    "Section 1.  Section 8.57, subsection 5, paragraph
  1  5 e, Code Supplement 2003, is amended to read as
  1  6 follows:
  1  7    e.  (1)  Notwithstanding provisions to the contrary
  1  8 in sections 99D.17 and 99F.11, for the fiscal year
  1  9 beginning July 1, 2000, and for each fiscal year
  1 10 thereafter, not more than a total of sixty million
  1 11 dollars the applicable general fund amount shall be
  1 12 deposited in the general fund of the state in any
  1 13 fiscal year pursuant to sections 99D.17 and 99F.11.
  1 14 The next fifteen million dollars of the moneys
  1 15 directed to be deposited in the general fund of the
  1 16 state in a fiscal year pursuant to sections 99D.17 and
  1 17 99F.11 shall be deposited in the vision Iowa fund
  1 18 created in section 12.72 for the fiscal year beginning
  1 19 July 1, 2000, and for each fiscal year through the
  1 20 fiscal year beginning July 1, 2019.  The next five
  1 21 million dollars of the moneys directed to be deposited
  1 22 in the general fund of the state in a fiscal year
  1 23 pursuant to sections 99D.17 and 99F.11 shall be
  1 24 deposited in the school infrastructure fund created in
  1 25 section 12.82 for the fiscal year beginning July 1,
  1 26 2000, and for each fiscal year thereafter until the
  1 27 principal and interest on all bonds issued by the
  1 28 treasurer of state pursuant to section 12.81 are paid,
  1 29 as determined by the treasurer of state.  The total
  1 30 moneys in excess of the moneys deposited in the
  1 31 general fund of the state, the vision Iowa fund, and
  1 32 the school infrastructure fund in a fiscal year shall
  1 33 be deposited in the rebuild Iowa infrastructure fund
  1 34 and shall be used as provided in this section,
  1 35 notwithstanding section 8.60.
  1 36    (2)  If the total amount of moneys directed to be
  1 37 deposited in the general fund of the state under
  1 38 sections 99D.17 and 99F.11 in a fiscal year is less
  1 39 than the total amount of moneys directed to be
  1 40 deposited in the vision Iowa fund and the school
  1 41 infrastructure fund in the fiscal year pursuant to
  1 42 this paragraph "e", the difference shall be paid from
  1 43 lottery revenues in the manner provided in section
  1 44 99G.39, subsection 3.
  1 45    (3)  For purposes of this paragraph "e", the
  1 46 "applicable general fund amount" shall be as follows:
  1 47    (a)  For each fiscal year in the fiscal period
  1 48 beginning July 1, 2004, and ending June 30, 2006,
  1 49 sixty million dollars.
  1 50    (b)  For the fiscal year beginning July 1, 2007,
  2  1 fifty-four million dollars.
  2  2    (c)  For each fiscal year beginning on or after
  2  3 July 1, 2008, until the applicable general fund amount
  2  4 is zero dollars, an amount equal to the applicable
  2  5 general fund amount for the previous fiscal year less
  2  6 six million dollars.
  2  7    (d)  For the fiscal year beginning July 1, 2014,
  2  8 and each fiscal year thereafter, zero dollars."
