  2 22    9.  Of the moneys appropriated under this section
  2 23 for the fiscal year beginning July 1, 2003, and ending
  2 24 June 30, 2004, $10,000,000 is allocated to the tax-
  2 25 exempt bond proceeds restricted capital funds account
  2 26 of the tobacco settlement trust fund to replenish
  2 27 moneys appropriated and expended pursuant to 2003 Iowa
  2 28 Acts, House File 453, if enacted.  Of the moneys
  2 29 appropriated under this section for the fiscal year
  2 30 beginning July 1, 2004, and ending June 30, 2005,
  2 31 $10,000,000 is allocated to the rebuild Iowa
  2 32 infrastructure fund to replenish moneys appropriated
  2 33 and expended pursuant to 2003 Iowa Acts, House File
  2 34 453, if enacted."

  6 23 economically isolated area must demonstrate the
  6 24 ability to provide matching moneys on a one-to-one
  6 25 basis."
