  1  1    Amend House File 676 as follows:
  1  2    #1.  Page 1, by inserting after line 13 the
  1  3 following:
  1  4    "b.  Fees credited by the treasurer of state from
  1  5 the sale of special motor vehicle registration plates
  1  6 pursuant to section 321.34, subsections 17 through
  1  7 20."
  1  8    #2.  Page 2, by inserting after line 9 the
  1  9 following:
  1 10    "Sec.    .  Section 321.34, subsections 17, 18, 19,
  1 11 and 20, Code 2003, are amended to read as follows:
  1 12    17.  PEARL HARBOR SPECIAL PLATES.  An owner
  1 13 referred to in subsection 12 who was at Pearl Harbor,
  1 14 Hawaii, as a member of the armed services of the
  1 15 United States on December 7, 1941, may, upon written
  1 16 application to the department, order special
  1 17 registration plates with a Pearl Harbor processed
  1 18 emblem.  The emblem shall be designed by the
  1 19 department in consultation with service organizations.
  1 20 The application is subject to approval by the
  1 21 department.  The special fees collected by the
  1 22 director for issuance and validation of Pearl Harbor
  1 23 plates pursuant to subsection 12 shall be paid monthly
  1 24 to the treasurer of state and credited to the road use
  1 25 tax fund.  Notwithstanding section 423.24, and prior
  1 26 to the crediting of revenues to the road use tax fund
  1 27 under section 423.24, subsection 1, paragraph "b", the
  1 28 treasurer of state shall credit monthly to the
  1 29 veterans trust fund created under section 35A.13 the
  1 30 amount of the special fees collected in the previous
  1 31 month for the Pearl Harbor plates.
  1 32    18.  PURPLE HEART SPECIAL PLATES.  An owner
  1 33 referred to in subsection 12 who was awarded a purple
  1 34 heart medal by the United States government for wounds
  1 35 received in military or naval combat against an armed
  1 36 enemy of the United States may, upon written
  1 37 application to the department and presentation of
  1 38 satisfactory proof of the award of the purple heart
  1 39 medal, order special registration plates with a purple
  1 40 heart processed emblem.  The design of the emblem
  1 41 shall include a representation of a purple heart medal
  1 42 and ribbon.  The application is subject to approval by
  1 43 the department in consultation with the adjutant
  1 44 general.  The special fees collected by the director
  1 45 for issuance and validation of purple heart plates
  1 46 pursuant to subsection 12 shall be paid monthly to the
  1 47 treasurer of state and credited to the road use tax
  1 48 fund.  Notwithstanding section 423.24, and prior to
  1 49 the crediting of revenues to the road use tax fund
  1 50 under section 423.24, subsection 1, paragraph "b", the
  2  1 treasurer of state shall credit monthly to the
  2  2 veterans trust fund created under section 35A.13 the
  2  3 amount of the special fees collected in the previous
  2  4 month for the purple heart plates.
  2  5    19.  UNITED STATES ARMED FORCES RETIRED SPECIAL
  2  6 PLATES.  An owner referred to in subsection 12 who is
  2  7 a retired member of the United States armed forces
  2  8 may, upon written application to the department and
  2  9 upon presentation of satisfactory proof of membership,
  2 10 order special registration plates with a United States
  2 11 armed forces retired processed emblem.  The emblem
  2 12 shall be designed by the department in consultation
  2 13 with service organizations.  The application is
  2 14 subject to approval by the department.  For purposes
  2 15 of this subsection, a person is considered to be
  2 16 retired if the person is recognized by the United
  2 17 States armed forces as retired from the United States
  2 18 armed forces.  The special fees collected by the
  2 19 director for issuance and validation of United States
  2 20 armed forces retired plates pursuant to subsection 12
  2 21 shall be paid monthly to the treasurer of state and
  2 22 credited to the road use tax fund.  Notwithstanding
  2 23 section 423.24, and prior to the crediting of revenues
  2 24 to the road use tax fund under section 423.24,
  2 25 subsection 1, paragraph "b", the treasurer of state
  2 26 shall credit monthly to the veterans trust fund
  2 27 created under section 35A.13 the amount of the special
  2 28 fees collected in the previous month for the United
  2 29 States armed forces retired plates.
  2 30    20.  SILVER OR BRONZE STAR PLATES.  An owner
  2 31 referred to in subsection 12 who was awarded a silver
  2 32 or a bronze star by the United States government, may,
  2 33 upon written application to the department and
  2 34 presentation of satisfactory proof of the award of the
  2 35 silver or bronze star, order special registration
  2 36 plates with a silver or bronze star processed emblem.
  2 37 The emblem shall be designed by the department in
  2 38 consultation with the adjutant general.  The special
  2 39 fees collected by the director for issuance and
  2 40 validation of silver star and bronze star plates
  2 41 pursuant to subsection 12 shall be paid monthly to the
  2 42 treasurer of state and credited to the road use tax
  2 43 fund.  Notwithstanding section 423.24, and prior to
  2 44 the crediting of revenues to the road use tax fund
  2 45 under section 423.24, subsection 1, paragraph "b", the
  2 46 treasurer of state shall credit monthly to the
  2 47 veterans trust fund created under section 35A.13 the
  2 48 amount of the special fees collected in the previous
  2 49 month for the silver star and bronze star plates."
  2 50    #3.  By renumbering, redesignating, and correcting
  3  1 internal references as necessary.
