  1  3 "REVIEW." and inserting the following:  "REVIEW –
  1  4 WAIVER EXCEPTION.

  1  6    #2.  Page 21, by inserting after line 19 the
  1  7 following:
  1  8    "b.  A charter agency shall not waive or suspend
  1  9 any administrative rule or regulatory statute
  1 10 governing competitive bidding requirements applicable
  1 11 to state agencies pursuant to the authority granted by
  1 12 this section."
  1 13    #3.  By renumbering as necessary.
