  1  1    Amend Senate File 445, as amended, passed, and
  1  2 reprinted by the Senate, as follows:
  1  3    #1.  Page 1, by inserting before line 1, the
  1  4 following:
  1  5    "Section 1.  Section 296.1, Code 2003, is amended
  1  6 to read as follows:
  1  7    296.1  INDEBTEDNESS AUTHORIZED.
  1  8    Subject to the approval of the voters thereof,
  1  9 school districts are hereby authorized to contract
  1 10 indebtedness and to issue general obligation bonds to
  1 11 provide funds to defray the cost of purchasing,
  1 12 building, furnishing, reconstructing, repairing,
  1 13 improving or remodeling a schoolhouse or schoolhouses
  1 14 and additions thereto, gymnasium, stadium, field
  1 15 house, school bus garage, teachers' or
  1 16 superintendent's home or homes, and procuring a site
  1 17 or sites therefor, or purchasing land to add to a site
  1 18 already owned, or procuring and improving a site for
  1 19 an athletic field, or improving a site already owned
  1 20 for an athletic field, and for any one or more of such
  1 21 purposes.  Taxes for the payment of said the bonds
  1 22 shall be levied in accordance with chapter 76, and
  1 23 said the bonds shall mature within a period not
  1 24 exceeding twenty years from date of issue, shall bear
  1 25 interest at a rate or rates not exceeding that
  1 26 permitted by chapter 74A and shall be of such form as
  1 27 the board of directors of such the school district
  1 28 shall by resolution provide, but the aggregate
  1 29 indebtedness of any school district shall not exceed
  1 30 five percent of the actual value of the taxable
  1 31 property within said the school district, as
  1 32 ascertained by the last preceding state and county tax
  1 33 lists."
