1 4 #1. Page 1, by inserting after line 2 the
1 5 following:

1 8 "Section 1. Section 20.1, unnumbered paragraph 1,
1 9 Code 2003, is amended to read as follows:
1 10 The general assembly declares that it is the public
1 11 policy of the state to promote harmonious and co-
1 12 operative relationships between government and its
1 13 employees by permitting public employees to organize
1 14 and bargain collectively; to protect the citizens of
1 15 this state by assuring effective and orderly
1 16 operations of government in providing for their
1 17 health, safety, and welfare, consistent with each
1 18 public employer's relevant economic factors regarding
1 19 the present and anticipated future economic conditions
1 20 and the employer's ability to finance an agreement
1 21 under this chapter; to prohibit and prevent all
1 22 strikes by public employees; and to protect the rights
1 23 of public employees to join or refuse to join, and to
1 24 participate in or refuse to participate in, employee
1 25 organizations.""
