  1  1    Amend Senate File 433, as passed by the Senate, as
  1  2 follows:
  1  3    #1.  Page 5, by inserting after line 28 the
  1  4 following:
  1  5    "1A.  a.  Sixteen small business development
  1  6 centers shall be in operation during the fiscal year
  1  7 beginning July 1, 2003.
  1  8    b.  The location of the small business development
  1  9 centers and the amount each center shall be allocated
  1 10 from the moneys appropriated in subsection 1 shall be
  1 11 as follows:
  1 12    (1)  The Des Moines area community college center
  1 13 at Audubon shall be allocated $11,708.
  1 14    (2)  The Drake university center shall be allocated
  1 15 $128,976.
  1 16    (3)  The eastern Iowa community college center
  1 17 shall be allocated $75,235.
  1 18    (4)  The Indian hills community college center
  1 19 shall be allocated $58,737.
  1 20    (5)  The Iowa central community college center
  1 21 shall be allocated $51,071.
  1 22    (6)  The Iowa lakes community college center shall
  1 23 be allocated $54,349.
  1 24    (7)  The Iowa state university center shall be
  1 25 allocated $106,408.
  1 26    (8)  The Iowa western community college center
  1 27 shall be allocated $48,000.
  1 28    (9)  The Kirkwood community college center shall be
  1 29 allocated $51,071.
  1 30    (10)  The Dubuque area chamber of commerce shall be
  1 31 allocated $56,422.
  1 32    (11)  The north Iowa area community college center
  1 33 shall be allocated $54,974.
  1 34    (12)  The southeastern community college center
  1 35 shall be allocated $32,000.
  1 36    (13)  The southwestern community college center
  1 37 shall be allocated $51,071.
  1 38    (14)  The university of Iowa center shall be
  1 39 allocated $92,896.
  1 40    (15)  The university of northern Iowa center shall
  1 41 be allocated $90,348.
  1 42    (16)  The western Iowa technical community college
  1 43 center shall be allocated $51,925.
  1 44    1B.  a.  There is appropriated from the general
  1 45 fund of the state to the Iowa state university of
  1 46 science and technology for the fiscal year beginning
  1 47 July 1, 2003, and ending June 30, 2004, the following
  1 48 amount, or so much thereof as is necessary, to be used
  1 49 as matching moneys for small business development
  1 50 centers:  
  2  1 .................................................. $    250,000
  2  2    b.  The moneys appropriated under this subsection
  2  3 shall be deposited in a separate and distinct account
  2  4 by Iowa state university of science and technology.
  2  5    c.  A small business development center may receive
  2  6 $1 of matching moneys from the moneys appropriated
  2  7 under this subsection for every $2 in cash that the
  2  8 center receives from local governmental entities and
  2  9 private sources.  A center shall receive matching
  2 10 moneys in an amount equal to not more than one-half of
  2 11 the difference of the allocation the center received
  2 12 from Iowa state university for the fiscal year
  2 13 beginning July 1, 2001, less the allocation provided
  2 14 in subsection 1A, paragraph "b".
  2 15    d.  On or before December 31, 2003, a small
  2 16 business development center shall demonstrate to Iowa
  2 17 state university, in a manner required by the
  2 18 university, the amount of cash received from local
  2 19 governmental entities and private sources which
  2 20 qualify for matching moneys.  By January 7, 2004, Iowa
  2 21 state university shall, if the total amount of
  2 22 matching moneys to be distributed is less than
  2 23 $250,000, distribute matching moneys to the eligible
  2 24 centers.  If the total amount of matching moneys
  2 25 applied for by the centers is more than $250,000, Iowa
  2 26 state university shall distribute the matching moneys
  2 27 to the eligible centers on a pro rata basis based on
  2 28 allocations provided in subsection 1A, paragraph "b",
  2 29 not to exceed the maximum amount for a center as
  2 30 determined pursuant to paragraph "c" of this
  2 31 subsection.
  2 32    e.  By January 12, 2004, Iowa state university
  2 33 shall submit a written report to the general assembly
  2 34 regarding the total amount of matching moneys
  2 35 distributed listed by small business development
  2 36 center."
