  1 26 8.33 or any other provision of law to the contrary,
  1 27 moneys from the appropriation made in 2001 Iowa Acts,
  1 28 chapter 177, section 1, reserved for purposes of
  1 29 section 284.13, subsection 1, paragraph "a", which
  1 30 remain unexpended or unencumbered on June 30, 2003,
  1 31 shall be spent by the department of education in the
  1 32 following amount to supplement the general state
  1 33 financial aid provided to community colleges pursuant
  1 34 to section 5, subsection 14 of this Act:

  2 15 supplemental aid for community colleges, being deemed
  2 16 of immediate importance, takes effect upon enactment."
