  1  2    #1.  Page 1, line 8, by inserting after the word
  1  3 "services," the following:  "the department has
  1  4 followed the procedures in the department's
  1  5 administrative rules for offset of county debts owed
  1  6 to the department,".
  1  7    #2.  Page 1, line 12, by inserting after the word
  1  8 "billings" the following:  "that is attributable to
  1  9 mental health, mental retardation, and developmental
  1 10 disabilities services".
