1 6 inserting the following:
1 7 "53.16 SUBSCRIBING TO AFFIDAVIT – IDENTIFICATION
1 8 REQUIRED OF CERTAIN VOTERS.
1 9 1. After marking the ballot, the voter shall make
1 10 and subscribe to the affidavit on the reverse side of
1 11 the envelope, and fold the ballot or ballots,
1 12 separately, so as to conceal the markings on them, and
1 13 deposit them in the envelope, and securely seal the
1 14 envelope.
1 15 2. An eligible elector who registers by mail and
1 16 who has not previously voted in an election for
1 17 federal office in the county of registration and who
1 18 is voting an absentee ballot by mail, at the
1 19 commissioner's office, or at a satellite voting
1 20 station, shall be required to provide a form of
1 21 identification described in section 49.77, subsection
1 22 3, unless the registrant provided on the registration
1 23 form the registrant's Iowa driver's license number or
1 24 the last four numerals of the registrant's social
1 25 security number and the driver's license or partial
1 26 social security number matches an existing state or
1 27 federal identification record with the same social
1 28 security number or Iowa driver's license number and
1 29 name, including first name and any family forename or
1 30 surname, and date of birth, including month, date, and
1 31 year.
1 32 3. A voter who is required to present
1 33 identification when casting an absentee ballot in
1 34 person shall be permitted to vote a provisional ballot
1 35 pursuant to section 49.81 if the voter does not
1 36 provide the required identification. If a voter who
1 37 is required to present identification when casting an
1 38 absentee ballot votes an absentee ballot by mail, the
1 39 ballot returned by the voter shall be considered a
1 40 provisional ballot pursuant to sections 49.81 and
1 41 53.31."
1 42 #3. Page 18, line 7, by inserting after the word
