A bill for an act relating to education funding by providing for the establishment of the state percent of growth for purposes of the state school foundation program; making appropriations to the department of education for community college funding and at-risk children's programs; making appropriations to the state board of regents; making an appropriation to the college student aid commission for tuition grants; increasing individual income tax rates, altering the methods for taxation of capital gains and income for shareholders of S corporations, requiring combined corporate returns of unitary businesses, and eliminating certain job creation tax incentives; eliminating certain sales and use tax exemptions; increasing the tax on insurance premiums; transferring certain use tax revenues to the general fund of the state; providing for the elimination of specified funding reductions for area education agencies; and including effective and retroactive applicability date provisions.
