1 1 Section 1. NEW SECTION. 90A.13 EXTREME FIGHTING
1 2 CONTESTS.
1 3 1. A person shall not hold, promote, or participate in an
1 4 extreme fighting contest in this state.
1 5 2. For purposes of this section, "extreme fighting
1 6 contest" means any unsanctioned amateur contest other than
1 7 boxing, sparring, wrestling, martial arts, or other sanctioned
1 8 contest in which a contestant delivers, or is not forbidden by
1 9 the applicable rules of the contest from delivering, kicks,
1 10 punches, or blows of any kind to the body of an opponent. The
1 11 commissioner shall adopt rules pursuant to chapter 17A to
1 12 distinguish extreme fighting contests from boxing and
1 13 wrestling contests permitted under this chapter, from
1 14 exhibitions or contests of the martial arts, and from other
1 15 sports.
1 16 3. A person who violates this section or the rules adopted
1 17 pursuant to this section commits a simple misdemeanor.
1 18 EXPLANATION
1 19 This bill prohibits a person from holding, promoting, or
1 20 participating in an extreme fighting contest in this state.
1 21 The bill defines "extreme fighting contest" to mean any
1 22 unsanctioned amateur contest other than boxing, sparring,
1 23 wrestling, martial arts, or other sanctioned contest in which
1 24 the contestants deliver, or are not forbidden by the
1 25 applicable rules of the contest from delivering, kicks,
1 26 punches, or blows of any kind to the body of an opponent. The
1 27 bill requires the state commissioner of athletics to adopt
1 28 rules to distinguish extreme fighting contests from boxing and
1 29 wrestling contests permitted under Code chapter 90A, from
1 30 exhibitions or contests of the martial arts, and from other
1 31 sports.
1 32 The bill makes it a simple misdemeanor to violate the
1 33 prohibition.
