  1  1    Section 1.  ECONOMIC DEVELOPMENT AND WORKFORCE DEVELOPMENT
  1  2 STUDY.
  1  3    1.  The department of economics at Iowa state university of
  1  4 science and technology shall conduct a study of all economic-
  1  5 development-related and workforce-development-related programs
  1  6 administered by state agencies, the funding of such programs,
  1  7 and any programs administered by a state agency which include
  1  8 as a part of the programs any inspection of a business.  The
  1  9 department of economics shall also examine the duties and
  1 10 responsibilities of any relevant state authority, board,
  1 11 commission, committee, council, or department and any subunits
  1 12 of such entities.
  1 13    2.  By December 15, 2002, the department of economics shall
  1 14 submit a report to the general assembly which includes, at a
  1 15 minimum, all of the following:
  1 16    a.  Recommendations regarding, at a minimum, all of the
  1 17 following:
  1 18    (1)  How economic-development-related, workforce-
  1 19 development-related, and business-inspection-related programs
  1 20 can be simplified.
  1 21    (2)  How any duplication of economic-development-related,
  1 22 workforce-development-related, and business-inspection-related
  1 23 programs can be eliminated.
  1 24    (3)  How economic-development-related, workforce-
  1 25 development-related, and business-inspection-related programs
  1 26 can be coordinated in an efficient manner which would allow
  1 27 persons seeking assistance to contact one person in order to
  1 28 receive all necessary information and assistance.
  1 29    (4)  Whether each individual economic-development-related,
  1 30 workforce-development-related, and business-inspection-related
  1 31 program is viable, whether each program is assisting in the
  1 32 creation of jobs, and whether each program is providing
  1 33 effective and efficient assistance to small businesses in this
  1 34 state.
  1 35    b.  Identification of the relevant state authorities,
  2  1 boards, commissions, committees, councils, and departments,
  2  2 and any subunits of such entities that administer economic-
  2  3 development-related, workforce-development-related, and
  2  4 business-inspection-related programs.
  2  5    c.  A mission statement and indicator of success for each
  2  6 economic-development-related, workforce-development-related,
  2  7 and business-inspection-related program.
  2  8    3.  By August 1, 2002, the legislative fiscal bureau shall
  2  9 submit information to the department of economics at Iowa
  2 10 state university of science and technology regarding the
  2 11 funding sources, the full-time equivalent positions used, and
  2 12 the amounts of moneys received by state agencies for economic-
  2 13 development-related, workforce-development-related, and
  2 14 business-inspection-related programs.
  2 15    4.  The appropriate standing committees of the Eightieth
  2 16 General Assembly shall consider the recommendations of the
  2 17 report filed by the department of economics at Iowa state
  2 18 university of science and technology in order to determine any
  2 19 changes necessary to accomplish a more efficient and effective
  2 20 manner of providing economic development, workforce
  2 21 development, and business inspection assistance.  
  2 22                           EXPLANATION
  2 23    This bill relates to a study of the efficiency and
  2 24 effectiveness of economic development, workforce development,
  2 25 and business inspection programs administered by the state.
  2 26 The bill provides that the department of economics at Iowa
  2 27 state university of science and technology shall conduct the
  2 28 study.  The bill provides that the study shall include an
  2 29 examination of all economic-development-related and workforce-
  2 30 development-related programs administered by a state agency,
  2 31 funding of such programs, and any program administered by a
  2 32 state agency which includes as a part of the program an
  2 33 inspection of a business.  The bill provides that the
  2 34 department of economics shall also examine the duties and
  2 35 responsibilities of any relevant state authority, board,
  3  1 commission, committee, council, or department, and any
  3  2 subunits of such entities.
  3  3    The bill provides that, by December 15, 2002, the
  3  4 department of economics shall submit a report to the general
  3  5 assembly which includes recommendations regarding how
  3  6 economic-development-related, workforce-development-related,
  3  7 and business-inspection-related programs can be simplified;
  3  8 how any duplication of economic-development-related,
  3  9 workforce-development-related, and business-inspection-related
  3 10 programs can be eliminated; how economic-development-related,
  3 11 workforce-development-related, and business-inspection-related
  3 12 programs can be coordinated in an efficient manner which would
  3 13 allow persons seeking assistance to contact one person in
  3 14 order to receive all necessary information and assistance;
  3 15 whether each individual economic-development-related or
  3 16 workforce-development-related program is viable, whether each
  3 17 program is assisting in the creation of jobs, and whether each
  3 18 program is providing effective and efficient assistance to
  3 19 small businesses in this state.  The bill requires the
  3 20 department of economics to include in the report an
  3 21 identification of the relevant state entities that administer
  3 22 economic-development-related, workforce-development-related,
  3 23 and business-inspection-related programs.  The bill requires
  3 24 the department of economics to include in the report a mission
  3 25 statement and indicator of success for each economic-
  3 26 development-related and workforce-development-related program
  3 27 and each business-inspection-related program.
  3 28    The bill provides that, by August 1, 2002, the legislative
  3 29 fiscal bureau shall submit information to the department of
  3 30 economics regarding the funding sources, the full-time
  3 31 equivalent positions used, and the amounts of moneys received
  3 32 by state agencies for economic-development-related, workforce-
  3 33 related, and business-inspection-related programs.
  3 34    The bill provides that appropriate standing committees of
  3 35 the Eightieth General Assembly shall consider the
  4  1 recommendations of the report filed by the department of
  4  2 economics in order to determine any changes necessary to
  4  3 accomplish a more efficient and effective manner of providing
  4  4 economic development, workforce development, and business
  4  5 inspection assistance.
