  1  1    Section 1.  NEW SECTION.  1C.12  JUNETEENTH NATIONAL
  1  2 FREEDOM DAY.
  1  3    The governor of this state is hereby authorized and
  1  4 requested to issue annually a proclamation designating the
  1  5 third Saturday in June as Juneteenth National Freedom Day and
  1  6 to encourage all governmental entities, civic organizations,
  1  7 schools, and institutions of higher education in the state to
  1  8 observe the day in a manner that emphasizes the meaning and
  1  9 importance of the emancipation proclamation that ended slavery
  1 10 in the United States and to recognize and celebrate the
  1 11 importance of this day to every person who cherishes liberty
  1 12 and equality for all people.  
  1 13                           EXPLANATION 
  1 14    This bill authorizes and requests the governor to issue
  1 15 annually a proclamation designating the third Saturday in June
  1 16 as Juneteenth National Freedom Day.  The proclamation is also
  1 17 intended to encourage all governmental entities, civic
  1 18 organizations, schools, and institutions of higher education
  1 19 in the state to observe the day in a manner that emphasizes
  1 20 the meaning and importance of the emancipation proclamation
  1 21 that ended slavery in the United States and to recognize and
  1 22 celebrate the importance of this day to every person who
  1 23 cherishes liberty and equality for all people.
