  1  1    Section 1.  NEW SECTION.  147.162  OFFICE OF HEALTH CARE
  1  2 PROFESSIONAL DEVELOPMENT.
  1  3    An office of health care professional development is
  1  4 established within the department with the goal of assuring
  1  5 that every Iowan has access to quality health care services.
  1  6 This goal shall be accomplished with the input and assistance
  1  7 of the departments of economic development, education, and
  1  8 workforce development.  The primary purpose of the office
  1  9 shall be to develop, implement, and maintain a workforce
  1 10 prediction model and database that is sustainable over time,
  1 11 which will facilitate the development of strategies to provide
  1 12 a sufficient supply of competent health care professionals to
  1 13 ensure public health, safety, and welfare.  Strategies
  1 14 developed shall address:
  1 15    1.  Recruitment and retention of qualified health care
  1 16 professionals.
  1 17    2.  Access to education for those preparing for a health
  1 18 care profession.
  1 19    3.  Access to continuing educational opportunities for
  1 20 those currently working in health care, in order to promote
  1 21 continued competency.
  1 22    4.  Design and testing of alternative health care delivery
  1 23 models.
  1 24    The office shall annually prepare and submit a report to
  1 25 the directors of the departments of public health, economic
  1 26 development, education, and workforce development, regarding
  1 27 health care professional workforce trends, competence, and
  1 28 recruitment and retention efforts underway across the state.
  1 29 A copy of the report shall be submitted to the general
  1 30 assembly by January 15 annually.  
  1 31                           EXPLANATION
  1 32    This bill establishes an office of health care professional
  1 33 development in the Iowa department of public health, which
  1 34 establishment shall be accomplished with input from the
  1 35 departments of economic development, education, and workforce
  2  1 development.  The bill provides that establishment of the
  2  2 office shall be consistent with the goal of assuring that
  2  3 every Iowan has access to quality health care services.  The
  2  4 bill provides that the primary purpose of the office shall be
  2  5 to develop, implement, and maintain a sustainable workforce
  2  6 prediction model and database to facilitate the development of
  2  7 strategies to provide a sufficient supply of competent health
  2  8 care professionals to ensure public health, safety, and
  2  9 welfare.  The bill provides that the strategies shall focus on
  2 10 recruitment and retention of qualified health care
  2 11 professionals, access to education for those preparing for a
  2 12 health care profession, and continuing education for
  2 13 individuals already in the health care profession, and the
  2 14 design and testing of alternative health care delivery models.
  2 15 The bill provides that the office shall annually prepare and
  2 16 submit a report to the directors of the departments of public
  2 17 health, economic development, education, and workforce
  2 18 development, and by January 15 each year to members of the
  2 19 general assembly, regarding health care professional workforce
  2 20 trends, competence, and recruitment and retention efforts
  2 21 underway across the state.
