1 2 BY (PROPOSED COMMITTEE ON RULES AND ADMINISTRATION
1 3 RESOLUTION BY CHAIRPERSON IVERSON)
1 4 A Concurrent Resolution urging Iowa's leaders to
1 5 gather input from Iowans for the purpose of
1 6 reporting to the General Assembly policy and
1 7 practice recommendations designed to improve the
1 8 state's climate for creation of high-paying, high-
1 9 technology, stable jobs.
1 10 WHEREAS, quality of life issues in Iowa include job
1 11 creation, job opportunities, entrepreneurship opportunities,
1 12 taxation and regulation, and the general business climate; and
1 13 WHEREAS, retaining Iowa's youth in the state and attracting
1 14 persons to relocate to Iowa are critical to the future of
1 15 Iowa; and
1 16 WHEREAS, Iowa's small cities and rural areas have not
1 17 participated to a significant level in recent economic growth;
1 18 and
1 19 WHEREAS, it is the commitment of the General Assembly to
1 20 identify and remove obstacles to progress and profitability
1 21 for all companies and persons that provide a vehicle for
1 22 prosperity; NOW THEREFORE,
1 23 BE IT RESOLVED BY THE SENATE, THE HOUSE OF REPRESENTATIVES
1 24 CONCURRING, That Iowa's leaders shall gather additional input
1 25 from Iowa businesses of all sizes and geographic locations
1 26 representing a mix of fast-growing entrepreneurial companies
1 27 and established companies about the opportunities to improve
1 28 the state's competitiveness in each of the five economic
1 29 foundation areas of human resources, technologies, financial
1 30 capital, advanced physical infrastructure, and regulation and
1 31 taxation structures and to facilitate strong relationships
1 32 within and among industry sectors and services providers; and
1 33 BE IT FURTHER RESOLVED, That Iowa's leaders gathering the
1 34 information described in this Resolution shall submit to the
1 35 General Assembly policy and practice recommendations designed
2 1 to improve the state's climate for creation of high-paying,
2 2 high-technology, stable jobs.
