  1  1    Section 1.  Section 232.70, Code 2001, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  2A.  The department shall establish a
  1  4 statewide central intake unit to be the department's point of
  1  5 first contact for receiving all child abuse reports.  The
  1  6 intake unit shall include all of the following:
  1  7    a.  The intake unit shall have the ability to receive
  1  8 reports over a single, statewide toll-free telephone number
  1  9 and may utilize local telephone numbers that automatically
  1 10 transfer to the intake unit.
  1 11    b.  The intake unit staff shall have special training in
  1 12 receiving and properly responding to child abuse reports.
  1 13    c.  The intake unit shall receive reports twenty-four hours
  1 14 per day, seven days per week.
  1 15    d.  The intake unit shall have technology resources to log
  1 16 reports, transfer necessary information to local units for a
  1 17 timely assessment of a report, log the immediate
  1 18 classification of or response made to a report, and provide
  1 19 other information regarding a report and actions taken or
  1 20 needed to be taken for that report.  
  1 21                           EXPLANATION
  1 22    This bill amends Code section 232.70, relating to the child
  1 23 abuse reporting procedure, to require the department of human
  1 24 services to establish a statewide central intake unit to be
  1 25 the department's point of first contact for reports of child
  1 26 abuse.
  1 27    The intake unit is required to have the ability to receive
  1 28 reports over a single, statewide toll-free telephone number.
  1 29 The unit's staff are required to have special training in
  1 30 receiving and properly responding to child abuse reports.  The
  1 31 intake unit must receive reports 24 hours per day, seven days
  1 32 per week.  The intake unit is required to have certain
  1 33 information technology resources.
